SUBJECT: KGPA-21-02 — MOVE 2040 Kalispell Area Transportation Plan
Update Public Hearing
MEETING DATE: August 16, 2021
BACKGROUND: The Kalispell Growth Policy Plan -It 2035 identified updating the 2008 Kalispell
Transportation Plan as a key project. Accordingly, the City of Kalispell and the Montana Department
of Transportation initiated the planning process for an updated plan mid -September 2019. The
MOVE 2040 Kalispell Area Transportation Plan will serve to update and replace the existing
Kalispell Transportation Plan. The transportation plan will help guide the development of the urban
transportation system in a comprehensive and methodical fashion. The Transportation Plan includes
the urban boundary determined by MDT, the Census Defined Place of Evergreen and additional
growth areas outside of the urban boundary. It provides an analysis of existing transportation
conditions, transportation demand forecasting, a discussion of alternative travel modes within the
area and identification of specific problem areas relative to crash occurrences, intersection capacities,
and street corridor capacities. The plan also includes recommendations for travel demand
management and provides a series of recommendations for improvements to the transportation
system including short term management changes, major street system improvements and
miscellaneous upgrades to the existing transportation system. The transportation plan also includes a
chapter designated towards bicycle and pedestrian system analysis and recommendations. The plan
concludes with funding programs and policy plan.
The Kalispell City Planning Board held a duly noticed public hearing July 13, 2021, to consider the
amendment. Board discussion concluded that the request was appropriate, and they unanimously
recommended adoption of #KGPA-21-02 and recommended to the Kalispell City Council that the
MOVE 2040 Kalispell Area Transportation Plan update be adopted as an amendment to the Kalispell
Growth Policy Plan It-2035.
The Kalispell City Council, at their meeting on August 2, 2021, approved Resolution 6033 (a
resolution of intention to adopt, adopt with revisions or reject the proposed growth policy
amendment), which set a public hearing date of August 16, 2021. At the public hearing, Council will
take public comment on the proposed amendment. At the September 7 meeting, the Council will
consider the growth policy amendment and take formal action.
RECOMMENDATION: It is recommended that the Kalispell City Council hold a public hearing
and take public comment on the proposed growth policy amendment, KGPA-21-02.
FISCAL EFFECTS: There are no anticipated fiscal impacts at this time.
ALTERNATIVES: Deny the request.

The regular meeting of the Kalispell City Planning Board and Zoning

Commission was called to order at 6:00 p.m. Board members present
were Chad Graham, Doug Kauffman, Rory Young, Joshua Borgardt,
George Giavasis, Kurt Vomfell and Ronalee Skees. PJ Sorensen, Jarod
Nygren and Rachel Ezell represented the Kalispell Planning Department.
Keith Haskins represented the Kalispell Public Works Department.
APPROVAL OF MINUTES
Vomfell moved and Skees seconded a motion to approve the minutes of
the June 8, 2021, meeting of the Kalispell City Planning Board and
Zoning Commission.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote of acclamation.

Graham asked if there were any nominations for President. Skees

OLD BUSINESS
Files #KPUD-21-01 and KPP-21-02 — A request from Bison Hill, LLC

for the Mountain View Planned Unit Development ("PUD"), which is a

Residential PUD overlay on approximately 139 acres of land abutting

the north side of Foys Lake Road to the west of the Highway 93 Bypass,
along with major preliminary plat approval for Phase 1 of the
development. The property was previously annexed with a PUD overlay
called Willow Creek, which has since expired. This proposal is for a
new PUD by a different applicant. The PUD calls for a total of 407
dwelling units (225 single family lots, 16 cottage lots and 166 townhome
lots) along with approximately 49.1 acres of open space and park area.
The Phase 1 preliminary plat consists of approximately 21.2 acres with
94 lots (5 single family lots and 89 townhome lots), streets and open
space.

BOARD DISCUSSION
Board discussed the retention pond and drainage with Haskins to clarify
for the public how the approval process works for the storm drainage.
Haskins noted that there is a condition in the staff report for a
downstream no rise study to be done to verify that the downstream
impacts are mitigated appropriately. Board also discussed the proposed
accesses to and from the development.

property is located within an R-3 (Residential) zoning district with a
Planned Unit Development overlay, with a total of 125 dwelling units
(Phase 3 contains 31 single-family lots and Phase 4 contains 21 single-
family lots and 73 townhome lots) on approximately 54.91 acres of land
including the lots, streets, and common area.

Board discussed the sewer connection to the west side interceptor and
how that ties in with the Rockwood Ranch subdivision across Three
Mile Drive.

Giavasis inquired about more mixed -use type of transportation, not just
vehicular travel. Young responded he feels that is more of a general
growth policy plan update, not necessarily an update for the
transportation plan.

Young moved and Borgardt seconded a motion that the Kalispell City
Planning Board and Zoning Commission adopt #KGPA-21-02 and
recommend to the Kalispell City Council that the MOVE 2040 Kalispell
Area Transportation Plan update be adopted as an amendment to the
Kalispell Growth Policy Plan It-2035.

Board discussed how they liked the plan and it provides a lot of
information.

AN AMENDMENT TO THE CITY OF KALISPELL GROWTH POLICY PLAN -IT 2035
A RESOLUTION RECOMMENDING ADOPTION OF AN AMENDMENT TO THE
KALISPELL CITY GROWTH POLICY PLAN -IT 2035 ADOPTED JULY 3, 2017, TO BE
KNOWN AS THE MOVE 2040 KALISPELL AREA TRANSPORTATION PLAN
UPDATE
WHEREAS, the current Kalispell Growth Policy Plan - It 2035 was adopted by the Kalispell City
Council on July 3, 2017 by Resolution No. 5821A; and
WHEREAS, the Kalispell Growth Policy Plan - It 2035 calls for development of a "Transportation
Plan Update" as a key project that will have tangible, positive impact on the citizens of Kalispell;
and
WHEREAS, the development of the plan included significant public outreach resulting in support
for adoption of the plan from City residents and stakeholders; and
WHEREAS, the plan amendment is consistent with the goals and policies of the City of Kalispell
Growth Policy Plan It 2035; and
WHEREAS, the adoption of this MOVE 2040 Kalispell Area Transportation Plan would
effectively amend the Kalispell Growth Policy Plan It 2035. The plan will serve to update and
replace the existing Kalispell Transportation Plan.
WHEREAS, the transportation plan will help guide the development of the urban transportation
system in a comprehensive and methodical fashion; and
WHEREAS. the Kalispell City Planning Board held a public hearing on July 13, 2021 at 6:00 PM
in the Kalispell Council Chambers after due notice to the public and received comments upon the
proposal; and
NOW THEREFORE BE IT RESOLVED, that the Kalispell City Planning Board recommends to
the Kalispell City Council, Exhibit A, MOVE 2040 Kalispell Area Transportation Plan Update be
adopted as an amendment to the Kalispell Growth Policy Plan - It 2035,
