REPORT TO: Doug Russell, City Manager
FROM: Angie Thomas & Jason Singleton, GIs Specialists
SUBJECT: City Uses and Benefits of GIs and the Drone Program
MEETING DATE: August 9, 2021
BACKGROUND: Geographic Information Systems (GIs) is a system that enables the City to
create, manage, analyze and map data that supports all departments within the City of Kalispell.
Over the past several years, the City's GIs team has continually increased GIs integration with
existing City systems, enabling more efficient workflows and increasing public data access. Most
recently, a public GIs Hub, located on the City's website, was launched and provides public access
to all the City's GIs products in one place.
As part of the work session presentation, City GIs Specialists will demonstrate GIs benefits for
internal staff operations and the public. Angie Thomas, GIs Specialist, will present a summary on
GIs applications and management related to the Public Works Department. The overview summary
includes topics on:
• Utilization and integration of the GIs data with the city's asset management programs for
water, sewer, stormwater, TSS, streets, and solid waste.
• Public Infrastructure Viewer with a live connection to infrastructure data and record
drawings.
• GIS Hub providing public access to mapping resources related to city services including
leaf collection, snow removal, permitting, etc.
Jason Singleton, GIs Specialist, will discuss GIs applications for the Planning Department, Parks
and Recreation, Community Development, and the Police Department. Additionally, Jason will
review the City's drone program, how the program operates, and the City's compliance assurance
under the current FAA rules and regulations. Since 2017, the City of Kalispell has used drone
technology for basemap imagery collection, volume calculations, 3D modeling and video footage
for capturing various City of Kalispell projects.
