The regular meeting of the
Kalispell City Planning Board
and Zoning Commission is
scheduled for Tuesday, July 13,
2021, beginning at 6:00 PM in
the Kalispell City Council Cham-
bers, Kalispell City Hall, 201
First Avenue East, Kalispell.
The planning board will hold a
public hearing and take public
comments on the agenda items
listed below:
File #KPP-21-05 - A requesi
from Meadows Edge, LLC for
major preliminary plat approval
for Meadows Edge Phases 3
and 4. The property is located
within an •R-3 (Residential) zon-
ing district with a Planned Unit
Development overlay, with a to-
tal of 125 dwelling units (Phase
3 contains 31 single-family lots
and Phase 4 contains 21 single--
family lots and 73 townhome
lots) on approximately 54.91
acres of land including the lots,
streets, and common area. The
property is located at 1120 Farm
to Market Road. It can be de-
scribed as a portion of Tract 3 of
Certificate of Survey No. 18892,
on file and of record in Flathead
County, Montana, Located in the
SE % of Section 3, Township 28
North, Range 22 West, Principal
Meridian, Montana, City of
Kalispell, County of Flathead,
Montana. A specific metes and
bounds description is available
upon request.
KGPA-21-02 - A request from the
City of Kalispell to amend the
Kalispell Growth Policy . Plan -it
2035 by adopting the MOVE
2040 Kalispell Area Transporta-
tion Plan. The Kalispell Growth
Policy Plan -it 2035 identified up-
dating the 2008 Kalispell Trans-
portation Plan as a key project.
Accordingly, the City of Kalispell
and the Montana Department of
Transportation initiated the plan-
ning process for an updated plan
mid -September 2019. The
MOVE 2040 Kalispell Area
Transportation Plan will serve to
update and replace the existing
Kalispell Transportation Plan.
The transportation plan will help
guide the development of the ur-
ban transportation system in a
comprehensive and methodical
fashion. The Transportation Plan
includes the urban boundary de-
termined by MDT, the Census
Defined Place of Evergreen and
additional growth areas outside
of the urban boundary. It pro-
vides an analysis of existing
transportation conditions, trans-
portation demand forecasting, a
discussion of alternative travel
modes within the area and iden-
tification of specific problem
areas relative to crash occur-
rences, intersection capacities,
and street corridor capacities.
The plan also includes recom-
mendations for travel demand
management and provides a
series of recommendations for
improvements to the transporta-
tion system including short term
management changes, major
street system improvements and
