Hope you are having a great Friday. I'm forwarding this to you because I saw that you are discussing accessory dwelling
units on Monday and I have talked with each of you at some point about some of the "pieces of the puzzle" that might
help with workforce, affordable and/or attainable housing in the Flathead.
I included Jarod here because he is a board member for the NW MT Community Land Trust. I've been Exec. Director of
this organization for about eight months now and have had quite a sprint to learn about all the innovative things that
are happening in the areas of Housing Land Trust and other tools for keeping housing attainable for the average
citizen. Grounded Solutions is kind of the national clearing house for many of these solutions. If you scroll down to the
Buildable Backyards section there is some information about an online summit discussing how communities around the
country are using ADU tactics to address their housing shortages. We don't need to re-create the wheel, we can take
some of these ideas and tweak them to work for us.
BTW-The Land Trust has 52 properties in Kalispell in its inventory. Those properties have 52 homes on them that are
owned by average working- class people which are kept affordable through a ground lease arrangement. The land trust
exists because Kalispell secured a couple of Neighborhood Stabilization grants after the last recession. The board
decided in May to start working on expanding its inventory in Kalispell, Columbia Falls and in the country. Community
Land Trusts are a great tool in the toolbox, but by themselves they aren't enough to address a housing shortage like we
are experiencing. We need all the tools in the toolbox!
I like ADUs as another tool to address the housing shortage because they allow people to decide how to leverage their
own private investment and possibly see a return on their investment while creating smaller homes that fill a huge
demand. Creating the circumstance that allows people to do this would be so good. Some communities create 8 or 10
pre -approved designs that homeowners can use that ensures that the codes are met and streamlines the approval
process. ADUs let older couples move into the "smaller" unit while allowing their adult children/grandchildren to move
back to Kalispell and live in the larger house. This addresses another challenge that we are facing which is the workforce
shortage. I think it is safe to say that with a 3.6% unemployment rate, there just aren't enough of us to meet the
Valley's demand for employees. Any solution that makes it easier for Montanans to move back home or other people
who have been offered jobs here to find a place to live is a good thing.
I just wanted to share with you that there are all kinds of resources available to help navigate some of these challenges
that Kalispell is facing.

activities related to creating acquisition funds to supply the

Kevin has nearly four decades of experience in community
development finance and impact investing, as a financier,
strategist, and educator. He is currently Director of Lending
at The Leviticus Fund, a community development financial
institution that invests in equitable economy initiatives in New York, New Jersey, and Connecticut. Kevin is
also a partner in the consulting firm BWB Solutions, LLC, which helps strengthen organizations committed
to social impact. In addition, he is a part-time faculty member at the Milano School of Policy, Management,
and Environment, and a recipient of the Lincoln Institute of Land Policy Curriculum Innovation Award.
Kevin is a director of Change Machine, a technology -based social enterprise and holds an A.B. from
Brown University.

Buildable Backyards- Real Estate Summit

Grounded Solutions Network member organization Durham Community Land Trustees is hosting a
virtual summit focused on expanding housing options and maximizing land resources with Accessory
Dwelling Units (ADUs).
Buildable Backyards takes place over two half days to fully explore positioning ADU development for more
inclusive communities. Many jurisdictions are considering regulations to allow ADUs or have recently
updated zoning codes. The goal of Buildable Backyards is to increase the knowledge of lenders,
appraisers, and others interested in ADU development.
Bill Introduced for a Cooperative Housing Pilot Program
Representatives Ilhan Omar (D-MN-5) and Carolyn Maloney (D-NY-12) introduced on April 23 the
"Affordable Housing Preservation Act" to create a demonstration program to fund the creation of
community -owned cooperatives for low-income renters and homeowners, including limited equity housing
cooperatives and manufactured Resident -Owned Communities (ROCs). The bill would establish a $200
million program run by the Department of Housing & Urban Development to support nonprofits to create,
preserve, and steward cooperatives for low-income individuals.
Grounded Solutions Network worked closely with Rep. Omar's staff, Urban Homesteading Assistance
Board, ROC -USA and National Association of Housing Cooperatives to create this legislation, which is
also supported by the National Low Income Housing Coalition. "We applaud Congresswoman Omar and
Congresswoman Maloney for introducing the Affordable Housing Preservation Act of 2021," Tony Pickett
said in the press release. "This bill will support critical partnerships for nonprofit resident -controlled
cooperative housing demonstrations that enable lower income families to successfully own and control
where they live, while also providing them with quality housing that remains affordable to meet the needs
of future families."

Freddie Mac Ground Lease Product Update
Freddie Mac introduced a community land trust ground lease product offering in 2019, and now Freddie
Mac has updated this product offering to make it easier for lenders, servicers, and programs to have
buyers access mortgages. These changes include:
1. Removing a seller/servicer training requirement and Freddie Mac approval to sell CLT mortgages
2. Removing additional requirements for servicing CLT ground lease mortgages beyond what is in
