RESOLUTION NO. 3443
A RESOLUTION TO REVISE CERTAIN RECOMMENDED AMENDMENTS TO THE
KALISPELL LAND USE PLAN AND TO ADOPT AMENDMENTS TO THE KALISPELL
LAND USE PLAN.
WHEREAS, the City Council of the City of Kalispell, Montana,
did on the 21st day.of October, 1974, adopt the Comprehensive Plan
for the Kalispell Planning Area, and
WHEREAS, the City -County Planning Board included in its Work
Plan and operation Program for Fiscal Year 1981-82 an "update of
the Kalispell Comprehensive Plan to include amendments which re-
flect desirable changes resulting from unforseen circumstances
and changing trends", and
WHEREAS, during the fiscal year 1981-82, the Flathead Regional
Development Office did review and evaluate the Kalispell Compre-
llensi%re Plan amendments in terms of environmental impact, site

, _ntialities and availability of services; and thereafter d-L
d-r-aft and direct said report 'and recommendations to the Kalispell
CiLy-County Planninq Board, and
WHEREAS, The Kalispell City -County Planning Board did on the
13th day of July, 1982, at 7:30 P.M. in the Council Chambers of the
City Hall, Kalispell, Montana, hold a public hearing after proper
notice, and received public commentupon the report and recommen-
�3ations of the Flathead Regional Development Office, and
WHEREAS, after consideration of the report, recommendations
and suggestions elicited at said public hearing, the Kalispell City-
Co,unty Planning Board did by Resolution (#XPA-82-003), pursuant to
S,�2cLion 76-1-603, M.C.A., recommended to the City Council of the
City of Kalispell, Montana, and the Board of County Commissioners of
County, Montana, that the Kalispell Land Use Plan L�e amended,
11,7111EREAS, on the 13th day of August, 1982, tho Board of County
commiss ' ioners, Flathead County, Montana did adopt Resolution of
7.ntent (#465), to amend the Comprehensive Plan for the Kalispell
Plan,ning Area, and
WHEREAS, the City Council of the City of Kalispell considered

__ advisable that they consider the recommendations of the Ealispell
City -County Planning Board and adopt a Resolution of Intention to
adopt, revise or reject recommended amendments to the Kalispell
Comprehensive Plan for the Kalispell Planning Area (ResolutiOn No.
3440), and
. WHEREAS, on the 14th day of September, 1982, the Board of
County Commissioners, Flathead County, Montana, adopted Resolution
it465-A, amending the Comprehensive Plan for the Kalispell Planning
Area as follows:
1. The area South of Highway #2 to Ashley -Creek from
Dern ' Road to the Lumber Company be designated
"Urban" with a "greenbelt" along the length of
Ashley Creek.
2. The area bounded by Three and Four Mile Drive,
Stillwater Road and Northridge - Sunset Addition
be changed to "Urban".
3. The area of the Bluffs.subdivision and the Connie
Morse property (as of this date of July 13, 198121),
be designated as "Suburban".
4. The area between Kings Way and B.N..R.R. (plum Creek
properties), be designated "Industrial".
5. The area between Kings Way,and the Whitefish River
and along West Evergreen' Drive be designated as
"Suburban".

6. The area East of HJ-1-1--4- F-tates and the cnd
of Riverside Drive be designated as "Suburban"
with a qreenbelt along the Whitefish River.
7. The area West of River Road to B.N.R-R. and the
area South of Westwood Lane and Stillwater River
be designated "Suburban".
8. The area North of East Reserve Drive, between
Spring Creek and Alpine Lane, be designated
"Suburban".
9. The area of Panoramic Heights and Sunrise Terrace
I & 2 be designated "Suburban" with 250-300 foot
depth of Commercial in the vicinity of the inter-
sections of Panoramic Drive, Harbin -Hill and Sun-
rise Drive with old Highway #2.
10. The area North of Solberg Drive between Spring
Creek Drive and Helena Flats Road be designated
"Suburban".
11. The intersection of Bernard Road and U.S. #2 be
designated "Commercial".
12. The area along LaSalle Road (now U.S. #2), from
K-Mart to Evergreen School and from Earl's Tire
Center to two lots North of the intersection of
Evergreen Drive be designated "Commercial" to a
depth of 200 feet from the roadway.
13. The area along U.S. #2 near Montclair Drive and
Flathead Drive and South of U.S. #2 from Seaman
Mobile Homes to Golden Wheels be designated
"Commercial".
14. The area along the South side or U.S. #2, North
of the Conrad Recreational area,be designated
"Commercial".
15. The area East of the intersection of Northridge
Drive and 93 North be designated "Commercial"
with a greenbelt buffer.
16. Residential uses within the proposed Commercial
and Industrial ' districts designation shall not be
limited in.reconstruction, construction or alteration
of residential and attended structures.
17. The plan change boundaries are recognized to be
subject to reasonable alteration at the time of
formal zoning action.
WHEREAS, on the 20th day of September, 1982, the City Council of
the City of Kalispell, Montana, met and considered Resolution No.
3440, and
WHEREAS, on the 20th day of September, 1982, the City Cou.,-,c.,','- of
the City of Kalispell, Montana, did adopt Resolution No. 3442
which was titled "A Resolution to Revise Certain Recommended
Amendments to the Kalispell Land Use Plan and to Ad(-,�pt Amendments
to the Kalispell Land Use Plan" as follows:
1. Area North of East Reserve Drive, between
Spring Creek and Alpine Lane, be designated
"Suburban".
2. The area of Panoramic He-ights and Sunrise Terrace
1 & 2 be designated "Suburban" with 250-300 foot
depth of Commercial in the vicinity of the inter-
sections of Panoramic Drive, Harbin Iii-1-1, and
Sunrise Drive with Old i4ighway #'2.

tained after the effective date of said Resolution,
even though it does not comply to the use re-
strictions applicable to the area in which it is
situated is peimitted and the use shall not be
limited so as to prohibit the.continuation, repair,
renovation, maintenance and reconstruction of the
use.
7. Residential uses within the proposed Commercial and
Industrial district designation sha ' 11 not be limited

the City of Kalispell met and considered further Resolution No.
3�40 and further made amendmei,ts to the Kalispell Land Use Plan.
INOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE.CITY OF
'_KA'1'j1 SPELL, MONTANA, THAT THE COMPREHENSIVE PLAN FOR THE KAL-ISPELL
PIUA-INNING AREA BE AMENDED AS FOLLOWS:
A. Amend Figure III -I, Chapter 3, Page 9.as follows in reference
attached Exhibit "A":
1. The area of The Bluffs, subdivision and the Connie
Morse property (as of this date of Ju2y 13, 1-0821,
be desiqnated as "Suburban".
2. The area between Kings Way and B.N.R.R. (Plum Crc�k
properties), be designated "Industrial".
3. The area between Kings Way and the Whitefish River
and along West Evergreen Drive be designated as
"Suburban".
4. The area East of Hillcrest Estates and the elid of
Riverside Drive be designated as "Suburban" with
a greenbelt along the Whitefish River.
5. The area West of River Road to B.N.R.R. and tile
area South of Westwood Lane and Stillwater River
be designated "Suburban". .
