Resolution 3440 - Resolution of Intention - Adopt, Revise, Reject Land Use PlanS RESOLUTION NO. A RESOLUTION OF INTENTION TO ADOPT, REVISE OR REJECT RECOMMENDED AMENDMENTS TO THE KALISPELL LAND USE PLAN. WHEREAS, the City Council of the City of Kalispell, Montana, did on the 21st day of October,. 1974, adopt the Comprehensive Plan for the Kalispell Planning Area, and WHEREAS, The Kalispell City=County Planning Board included in -its Work Plan and Operation Program for Fiscal Year 1981-82 and "update of the Kalispell Comprehensive Plan to include amendments which reflect desirable changes resulting from unforeseen circum- skances and changing trends", and WHEREAS, during the fiscal year 1981-82 the Flathead Regional Development Office did review and evaluate the Kalispell Comprehen- S-1.ve Plan amendments in terms of environmental impact, site poten- <-_i.ali.tries and availability of services; and the,reatter did draft i­,_ report and recommendations and direct said report and recom- rW-,,-lotions to the Kalispell City -County Planning Board, and WHEREAS, the Kalispell City -County Planning Board did on -the 13th clay of July, 1982, at 7:30 P.M. in the Council Chambers'of the Cii_Y hall, Kalispell, Montana, hold a public hearing after proper n.oLic:o, and received public comment upon the report and recommen- c'.�i._ions of the flathead Regional Development Office, and WBEREAS, after consideration of the report, recommendations and _7r�tiES_ons elicted at said public hearing; the Kalispell City- C,o!. -ity Planning Board did by Resolution (#KPA-82-003), pursuant to ion 76-1-603, M.C.A., recommended to the .City Council of the ^i_i:;r of ialispell, Montana, and the Board of County Commissioners or Flathead County, Montana, that the Kalispell Land Use Plan be and li'vilE.REAS, on the 13th day of October, 1982,. the Board of County Cu��,:rr i.ssi.rners, Flathead County, Montana, did adopt Resolution of - -nit ;,455, amending the Comprehensive Plan for the Kalispell lr-a'-J-ii ng Area, and WHEREAS, the City Council of the City of Kalispell considered a ,,,isable that they consider the recommendation of the Kalispell e:.y-County Planning Board and adopt a Resolution of Intent to adopt, -rr. �;ise or reject recommended amendments to the Comprehensive Plan lor. i- e Kalispell Planning Area. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 0'�1` KALISPELL: SECTION I. It is the intention of the City Council of the City of Falispell to adopt, revise or reject the recommended amendments to the Kalispell Land Use Plan as recommended by the Kalispoll City- t'ounty Planning Board as follows: A. Amend Figure III-1, Chapter 3, Page 9, as follows in reference to attached Exhibit "A": 1. The area South. of Highway #2 to Ashley Creek from Dern Road,.to the Lumber Company be desig- nated "Urban" with a "greenbelt" along the length of Ashley Creek. 2. The area bounded by Three and Four Mile Drive, Stillwater Road and Northridge - Sunset Addi-- tion be changed to "Urban". 3. The area of The Bluffs subdivision and the Connie Morse.property (as of thi-s date of uuly 13, 1982), be designated as'"Suburban". 4. The area between. Kings way -and B.N.R.R. (Plum Creek properties), be designated "Industrial". 9 5. The area between Kings Way and the Whitefish River and along West Evergreen Drive be desig- nated as "Suburban". 6. The area East of Hillcrest Estates and the end of Riverside Drive be designated as "Subur- ban" with a greenbelt along the Whitefish Riv- er. 7. The area West of River Road to B.N.R.R. and the area South of Westwood Larie and Stillwater River be designated "Suburban". 8. The area North of East Reserve Drive, between Spring Creek and Alpine Lane, be designated "Suburban". 9. The area of Panoramic Heights and Sunrise Ter- race 1 & 2 be designated "Suburban" with 250- 300 foot depth of Commercial in the vicinity of the intersections of Panoramic Drive, Harbin Hill and Sunrise Drive with old Highway #2. 10. The area North of Solberg Drive between Spring Creek Drive and Helena Flats Road be designated "Suburban". 11. The intersection of Bernard Road and U.S. #2 be designated "Commercial". 12. The area along LaSalle Road (now U.S. #2), from K-Mart to Evergreen School and from Earl's Tire Center to two lots North of the intersec- tion of Evergreen Drive be designated."Corn- mercial" to a depth of 200 feet from the road- way. 13. The area along U.S. #2 near Montclair Drive and Flathead Drive and South of U.S. #2 from Seaman Mobile Homes to Golden Wheels be de- signated "Commercial". 14. The area along the South side of U.S. #2, North of the Conrad Recreational area be desig- nated "Commercial". 15. The area East of the intersection of North- ridge Drive and 93 North be designated "Com- mercial" with a gr.eenbelt buffer. 1.6. Residential uses within the proposed Com- mercial and Industrial districts designation shall not be limited in reconstruction, con- struction or alteration of residential and attended structures. 17. The plan .change boundaries are recognized to be subject to reasonable alteration at the time of formal zoning action.
