Sorensen, and Planner II Rachel Ezell. B. DISCUSSION ITEMS 1. Downtown Historic Design Standards 03� 4- City Manager Russell provided an overview of this item. Planner II Rachel Ezell went into additional detail on this item. Development Services Director Jarod Nygren added more information about these draft standards and the reasoning behind them. 00:10:18 Mayor Johnson began questions and discussion on this item. Community Development Block Grant Application on behalf of Samaritan House 05� a City Manager Russell provided an overview of this item. Development Services Director Jarod Nygren added additional information and then turned the floor over to the applicants. 01:42:56 Chris Krager, Executive Director with Samaritan House provided an overview of their services, locations, and history in the community. He then spoke regarding the need for affordable housing in the community, and the details for the block grant application they would like to submit. 01:48:13 Marney McCleary, the Project Developer with Rural Communities Assistance Corporation provided details about their role in this project and the partners they have put into place. She explained the conceptual drawings for this project have been created and they would like to move on to the next step in this project. She spoke regarding her experience with these types of grant applications and projects. 01:51:03 Development Services Director Jarod Nygren provided information about the future city processes this project would need to go through for approval if the project is awarded the CDBG grant and moves forward. 01:51:49 Ned Halling with Jackola Engineering shared site plan and project renderings on his screen. 01:53:01 Jordyn Mallett with Jackola Engineering spoke regarding current site conditions and the plan for additional sidewalks. She then showed preliminary plans for the site. She spoke regarding the need for a zone change in the future. 01:56:16 Ned Halling continued talking about preliminary plans. 02.00:36 Bobi Jo Lingle with Jackola spoke regarding the preliminary conceptual design for the housing floor plans. 02:03.06 Chris Krager spoke regarding the campus redesign flow. 02:05:10 Mayor Johnson provided discussion on this item saying he is excited to see this move forward. Staff explained that the next step will be a Resolution of Intent for a public hearing for the grant application submission. 02:06:38 Councilor Hunter provided discussion and asked about site density. Marney McCleary answered Councilor Hunter's questions. 3. He explained what the base bid includes and described alternates. 02:16:31 City Manager Russell spoke regarding financing this project. 02:22:20 Councilor Waterman asked questions and discussion regarding alternates and financing. 02:23:15 Development Services Director Jarod Nygren went through the bid alternates. 02:28:46 Councilor Graham provided discussion regarding financing alternates. Councilor Waterman continued discussion regarding financing alternates. 02:32:39 Mayor Johnson provided discussion regarding financing alternates. 02:35:20 Councilor Graham provided further discussion regarding financing alternates. 02:36:27 Development Services Director Jarod Nygren spoke regarding the conduit alternates. 02:37:03 Councilor Nunnally spoke regarding the alternates. 02:38:24 City Manager Russell provided discussion and information on the alternates. 02:40:20 Councilor Waterman provided discussion regarding alternates and future partnerships. 02:41:27 Councilor Nunnally continued discussion regarding financial uncertainty. 02:41:52 Mayor Johnson asked staff to prepare further financial information for the Council regarding where funds may be able to be pulled from if the Council were to award alternates. Staff spoke regarding possible financial avenues. 02:44:25 Councilor Waterman provided further discussion regarding financing. 02:45:15 Councilor Graham provided further discussion regarding alternates. 02:45:34 Mayor Johnson provided further direction regarding reporting expectations. 4. In -Person Meetings Discussion 'T a City Manager Russell spoke regarding reasoning behind staff s recommendation to allow the public back into Council Chambers for Council meetings beginning June 7, 2021, with the ability to also continue providing video teleconferencing ability for council and staff. Council and staff provided discussion and decided to open chambers to the public beginning with the June 7, 2021, Council Meeting. C. PUBLIC COMMENT Persons wishing to address the council were asked to provide public comment via email to publiccommenta,,kalispell.com or verbally during the online meeting. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell reminded Council about Budget Work Sessions beginning at 6 p.m., on May 10, and Tuesday, May 11, 2021. The May 24 work session will be held open in case Council needs that evening for a third night of budget discussions. May 31, is a fifth Monday, so the Council will not meet that night. Manager Russell reported that the Montana League of Cities and Towns sent out an email regarding House Bill 632, a bill to appropriate the State's budget from the American Rescue Plan. An amendment has been added to that bill to make it illegal for any public entity, Page 3 of 4 Kalispell City Council Minutes, April 26, 2021 municipality, etc. to appropriate funds that would influence legislation. This would affect the abilities of the Montana League of Cities and Towns, the Montana Association of Counties, and the Infrastructure Coalition. This is unfortunate as this indicates they do not want a consolidated statement from these entities that have been instrumental in legislation for municipalities, and other public entities. He went into further detail regarding the affects of this amendment and would ask Council to talk with representatives. 02:59:43 Mayor Johnson spoke regarding how the County Commissioners were instrumental in making the core area project a reality. Mayor Johnson wondered whether any of the State legislatures have ever served on a local level speaking further about the negative tenor towards the local level coming from the State elected officials this year.
