SUBJECT: Resolution No. 6025 — Authorizing an Application to the Community
Development Planning Grant Program on Behalf of the Samaritan House
for the Preparation of a Preliminary Architectural Report
MEETING DATE: May 17, 2021 — Regular Council Meeting
BACKGROUND: The City of Kalispell has the opportunity to submit an application to the Montana
Department of Commerce on behalf of Samaritan House for a Community Development Block Grant
[CDBG] Planning Grant for the purposes of funding the preparation of a Preliminary Architectural
Report for the expansion of the Samaritan House facility at 1110 2nd Street West, Kalispell, Montana.
This grant funding is available to entities such as Samaritan House only through Montana
municipalities and counties and the City of Kalispell therefore has the legal authority to provide such
assistance. The proposed capital expansion to the Samaritan House facilities is designed to assist
lower income residents of the city in meeting their housing needs.
RECOMMENDATION: It is recommended that the Council consider and pass resolution 6025, to
authorize the submission of an application to the Montana Department of Commerce on behalf of
Samaritan House for the CDBG Planning Grant.
ALTERNATIVES: Upon consideration of the proposal the Council may reject the resolution.

A RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF KALISPELL TO
THE MONTANA DEPARTMENT OF COMMERCE FOR A COMMUNITY DEVELOPMENT
BLOCK GRANT PLANNING GRANT PROGRAM ON BEHALF OF SAMARITAN HOUSE
FOR THE PURPOSES OF FUNDING THE PREPARATION OF A PRELIMINARY
ARCHITECTURAL REPORT FOR THE EXPANSION OF THE SAMARITAN HOUSE
FACILITY AT 1110 2ND STREET WEST, KALISPELL, MONTANA.
WHEREAS, the City of Kalispell has the opportunity to apply to the Montana Department of
Commerce on behalf of Samaritan House for a Community Development Block Grant
[CDBG] Planning Grant Program for the purposes of funding the preparation of a
Preliminary Architectural Report for the expansion of the Samaritan House facility at
1110 2nd Street West, Kalispell, Montana; and
WHEREAS, on May 17, 2021, a public hearing was conducted and evidence was placed in record in
conformance with CDBG requirements to obtain the views of citizens to support the
submittal of this grant application; and
WHEREAS, the City of Kalispell has the legal authority to provide this assistance to Samaritan
House.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL
AS FOLLOWS:
SECTION 1. That the City of Kalispell and Samaritan House shall execute agreements to
conform to the regulations, statutes, terms and conditions described in the
CDBG Certifications for Application.
SECTION 2. That the City of Kalispell authorizes Samaritan House to submit an application
to the Montana Department of Commerce for CDBG Planning Grant Program
for those funds allocated to the City of Kalispell for the preparation of a
Preliminary Architectural Report for the expansion of the Samaritan House
Facility located at 1110 2nd Street West, Kalispell and to provide such
additional information as may be required.

CITY OF KALISPELL, THIS 17TH DAY OF MAY, 2021.
