BACKGROUND: The City of Kalispell has received sealed unit price bids for the Center Street
West Improvement Project. The project includes furnishing labor, materials and equipment
required to reconstruct approximately 1,590 feet of Center Street West from Meridian Road to 7th
Avenue West. Also included in the project is storm sewer manholes, drainage inlets, storm main
installation, paved surface restoration, concrete flatwork and landscape restoration.
Bids were received on Wednesday, April 28, 2021 at 9:00 AM. 3 responsive bids were received
from local contractors:

LHC has been determined to be a responsive and responsible contractor successfully completing
similar projects in Northwest Montana.
ACTION REQUESTED: Motion to award the Center Street West Improvement Project to LHC
with the execution of the total amount bid for $834,839.86.
FISCAL EFFECTS: The total project construction cost will be funded as allocated in the FY 21
budget including BARSAA Funds (2421-421-430240-354), and Storm Fund line items (5349-453-
430247-968) / (5349-453-430246-968).
ALTERNATIVES: As suggested and approved by the City Council.
