These set -aside funds include all projects and activities that were previously eligible under TAP, including on- and off -road pedestrian and bicycle facilities, infrastructure projects for improving non -driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; safe routes to school projects; and projects for the planning, design or construction of boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways. The Parks Department and Public Works have identified a segment of trail connection needed on the north side of Four Mile Drive between Bloomstone and the west end of Kidsports (at Kalispell Youth Athletic Complex) to provide a safe path for pedestrians and bicyclists. The current trail system at Bloomstone dumps users onto Four Mile Drive at the crest of the hill to walk or bike on the road shoulder. The proposed project would construct approximately 815' of trail 8' wide and require curb, gutter, and a retention wall to create a safe pathway and address the steep topography of the area. A pedestrian actuated rectangular rapid flashing beacon is also proposed to assist crossing Four Mile Drive to the east of Northland Drive. The majority of the proposed project would be located in the Montana Department of Transportation (MDT) right-of-way and as such would be fully funded if the project were approved. A short section of trail would be built inside the KYAC facility connecting the user from the east side of the west entrance to the existing trail system inside the facility. This latter portion is expected to require matching funds. Given the timing of Bloomstone's development, discussion is underway of a payment in lieu from Bloomstone to be used as the match for the portion on KYAC. Public Works developed a preliminary engineer's estimate of cost of $650,998.44 for this project. The grant application is due June 4, 2021. A public hearing is a pre -requisite to application and provides an opportunity to share the proposed project with the community and receive public input on the proposal. Council passed Resolution 6019 on April 19, 2021, to set a Public Hearing for May 3, 2021 on this Capital Improvement Project Application to Montana Department of Transportation's Transportation Alternatives Grant Program for Four Mile Drive Sidewalk Extension Project. RECOMMENDATION: Hold the Public Hearing and receive public comment on this Capital Improvement Project Application to Montana Department of Transportation's Transportation Alternatives Grant Program for Four Mile Drive Sidewalk Extension Project.
