A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M. MONDAY, DECEMBER 17, 1990, IN THE COUNCIL CHAMBERS AT CITY
HALL. MAYOR RAUTHE PRESIDED. ALL COUNCILMEMBERS WERE PRESENT.
Mayor Rauthe called the meeting, to order and led the Pledge of
Allegiance.
CONSENT AGENDA
Approve Minutes December 3, 1990
Approve Claims per Payables Register
Atkinson moved the passage of the consent agenda. The motion was
seconded and carried with vote.
ADDRESSING THE COUNCIL.: No one addressed the council.
APPOINTMENTS & ACKNOWLEDGEMENTS
Parking_ Advisory Board
Mayor Rauthe recommended the council approve the appointment of
Bob Gerhardt to fill the unexpired term of Gary McCarthy on the
Parking Advisory Board.
Buck moved to approved the appointment. The motion was seconded
and carried.
City/CountyCity/County Planning Board
Rauthe encouraged the council accept the recommendation from
Teresa Hash, President of the City/County Planning Board, to
reappoint James B. Stephens, Virginia Sloan and Charles Manning
to the Board.
Granmo so moved the reappointments. The motion was seconded and
carried.
BUSINESS FROM MAYOR & COUNCIL: None
BUSINESS FROM MANAGER:
Authorization to Seek Bids
Willia%s referred to a memo from Mike Baker regarding a request
to seek bids for Woodland Park Playground Equipment. It is
included in the budget, $13,900 is set aside for the purchase of
this equipment. With the council's authorization, will proceed
to bid.
Atkinson moved the council authorize the playground equipment
bid. The motion was seconded and carried upon vote.
Downtown Parking Enforcement Waiver December 15-29
Williams reported the city has been asked by the Parking Advisory
Board to set aside a couple of weeks this month for free parking
in the downtown floor area. He recommended the dates be changed
from the 18-31st since this date is the 17th.
Atkinson moved the city waive the downtown parking time control
enforcement for on -street parking from December 18-31st.
The motion was seconded.
After discussion, the second and the motion were withdrawn.
Collins moved to authorize the Police Department to waive parking
time control enforcement on downtown city streets and city
parking lots from December 18-31st. The motion was seconded and
carried unanimously.
Authorize Public _Works to purchase Computer hardware and software
Williams explained for informational purposes, he has authorized
the Public Works Director to proceed with the purchase of
compute' " hardwar'e "'arid *�softwar2 ",for the" Engiffeer,ing 'Department.
The budget for this "particular item' is $12,9M and 'may only'be

$11,000 to purchase the equipment. The purchase will probably be
made early next month.
Staff Reports
Williams noted there are no staff reports this week. He has
asked the department officials to work on their annual reports
for council.
STAFF REPORTS: None
Work Session Reminders
Rauthe reminded the next work session will be January 3, 1991 and
the next council meeting is scheduled for January 7. An all day
work shop is scheduled for January 12.
