A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 10:00
A.M. MONDAY, OCTOBER 1, 1990, IN THE COUNCIL CHAMBERS AT CITY
HALL. MAYOR HOPKINS PRESIDED. ALL COUNCILMEMBERS WERE PRESENT.
Mayor Hopkins called the meeting to order and led the Pledge of
Allegiance.

Councilmember Nystul moved the consent agenda be approved.
Atkinson seconded and the motion carried.

FINANCE/PERSONNEL & POLICY/INSURANCE
Second Reading Ordinance 1159Salary
Councilmember Nystul moved Ordinance 1159, an ordinance amending
Ordinance 1146, fixing the limits of the salary and compensation
of the City officials, supervisors, and employees pursuant to
Title 7, Chapter 4, Part 42, M.C.A., beginning July 1, 1990;
repealing all other ordinances in conflict therewith. Atkinson
seconded the motion. The motion carried upon roll call vote.
Ordinance 1161-First Ordinance to Change Ordinance Terminology
from Mayor to City Manager
Nystul moved Ordinance 1161, an ordinance amending all ordinances
of the City of Kalispell wherein the term "Mayor" is used to
designate the official authorized to undertake official action on
behalf of the City, by striking the word "Mayor" and substituting
therefore the term "City Manager", and declaring an effective
date. Atkinson seconded and the motion carried unanimously with
a roll call vote.

MAYOR'S REPORTS:
Mayor Hopkins thanked Councilman Nystul for filling in during his
absence.
Harry Taylor Res.icination
Hopkins read a letter to Harry Taylor from the City of Kalispell
thanking him for his dedication to the city and accepting his
resignation as Chairman of the Board of Adjustments.
Hopkins addressed the change of government. He said he hoped the
citizens of Kalispell for the next 98 years,' will be better
served by this new form of government.
fie said the city of Kalispell has an outstanding professional
staff. The men and women who work for the city of Kalispell take
their responsibilities seriously. He said it had been an honor
and pleasure for him to work with everyone of them.

He said there was one person that without her, none of this would
have been possible, professionally or personally. He thanked
Markie Sabol for all she had done for him professionally as Mayor
and personally as part of her family.
Certificates of Appreciation
Hopkins commended Noel Furlong
9/30/90 and presented him with a
for his service from 1/4/88-
certificate of appreciation.
Furlong said it had been a privelege and honor to serve the
people of Kalispell. He said he had enjoyed working with the
council and staff. He said he felt the citizens of Kalispell
will benefit from the new form of government. He thanked the
citizens for the right to serve. He was applauded.
Hopkins also commended John Gunnerson for his service from
1/4/88-9/30/90. He presented him a certificate of appreciation
from the City of Kalispell.
Gunnerson stated he agreed with everything Furlong said. He
wished the best of luck to the new city manager, the new mayor
and the rest of the council. He also was applauded.
Hopkins said none of this would have been possible with out the
help of a dedicated and hard working group of volunteers, the
members of the Transition Advisory Committee. He awarded the
following individuals with certificates of appreciation in
recognition of service to the City of Kalispell and transition
from the Mayor/Council to the Manager/Council form of government
from 1-9/90.

There was applause for these individuals.
Hopkins presented Wayne Saverud a placque in appreciation for his
dedicated service on the Kalispell City Council 10/77-11/81 and
1/82-12/89. He was applauded.
Councilmember Nystul presented Mayor Hopkins with a momento and
said on behalf of the council, they have enjoyed working with him
and have looked forward to today as well as some reservations
about loosing him today. He wished him the best in his travels
down the road.
Hopkins stated this experience has been one of the most
interesting and challenging of his life and he has enjoyed it and
it has been his pleasure.
Oaths of Office
Mayor Hopkins read the oaths to the incoming members. He
congratulated them and they were applauded.
Hopkins declared the meeting officially closed and said he also
looked forward to the new form of government and welcomed the
challenges it presents to all of the new members. He struck the
gavel for 99 years of history.
ADJOURN: The meeting was adjourned at 10:30 a.m.
