This meeting occurred with Council and staff present in Council Chambers with social
distancing in place, as well as via video conferencing. The public was able to participate via
videoconferencing at:

EARTH DAY PROCLAMATION
Mayor Mark Johnson read aloud a Mayoral Proclamation declaring April 22, 2021, Earth Day
throughout Kalispell. He encouraged all citizens, businesses, and institutions to participate in
programs and activities that will protect our environment and contribute to a healthy, sustainable
planet and future.

Motion to approve Ordinance 1856, an ordinance to amend Ordinance 1522, 1682, and
1753, adopting by reference, the "International Fire Code" and the Appendices, 2018
Edition, with the additions, amendments, and deletions to Kalispell Municipal Code
Chapter 10 as enumerated and set forth on "Exhibit "A", as the Fire Codes of the City of
Kalispell, and applicable within the corporate boundaries of the City, to provide a penalty
for the violation of any lawful order issued pursuant thereto and establishing an effective
date.

I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)

City Manager Doug Russell provided the following report:
• The County Elections Department has requested information regarding whether the city
would like to hold the 2021 municipal elections via all mail ballots or have a polling
place as well. City Manager Russell asked for confirmation from Council that they would
like to continue having a polling place as they have in the past. City Clerk Brunckhorst
will send out the County election calendar to Council.
• Next week's work session will include information to Council regarding the progress of
the TMDL (Total Maximum Daily Load) Action Plan and the condition of the
wastewater treatment plant fermenter with plans for phase 2 assessment strategies.
Councilor Waterman had discussions with Health Officer Joe Russell regarding another
update to Council at the April 5, 2021 city council meeting.
00:53:40 Councilor Kluesner spoke regarding the drop in current COVID-19 infection numbers
and commended the Health Department and the present and past health officers.
00:54:22 Councilor Hunter spoke regarding a recent op-ed about his social media use. He then
explained how he has made updates to his social media page information. Councilor Hunter has
also edited some of his past social media posts based on previous council feedback. He asked
that Council call him if they have specific issues with posts he makes.
00:59:06 Councilor Waterman spoke regarding how long the past year has been with everything
that has occurred with the COVID-19 pandemic. He thanked numerous people for the work they
have done over the past year in response. He spoke regarding the decrease in local COVID cases,
and also spoke regarding the 11,264 reported cases of COVID locally, and the 82 deaths over the
past year attributed to COVID. He then spoke regarding current vaccination efforts with 8,000
people fully immunized to date. For more information about who is currently eligible for the
vaccine, etc., please visit flatheadhealth.org.
01:02:34 Mayor Johnson referred to an upcoming work session with Director of the Montana
State University Local Government Center Dan Clark to discuss council communications.
Mayor Johnson reported that Jill Zidego with Climate Smart Glacier Country had wanted to
provide public comment earlier in the meeting regarding the Earth Day Proclamation. She
emailed the Mayor to let him know that as of now no in person earth day events are scheduled,
but if some are planned, she will update their website at: www.climatesmartglaciercountry.org.
01:03:38 Mayor Johnson spoke regarding all the lessons learned between March 2020 and March
2021 related to the stresses around the pandemic. He reflected on civil discourse, civility,
patience, and the role of government.
