Resolution 6019, ROI for TA Grant ApplicationCITY 7tial� KALISPELL Report To: Doug Russell, City Manager Development Services 201 1 st Avenue East - Kalispell, Montana 5991 Phone (406) 758-7940 From: Jarod Nygren, Development Services Director Subject: Resolution Calling for a Public Hearing for the "MDT Transportation Alternatives Grant Application for 4 Mile Drive at Kidsports Multi -Use Path Connection" Meeting Date: April 19, 2021 BACKGROUND: The Montana Department of Transportation's (MDT) Transportation Alternatives grant program provides for design -build projects to local governments for "Construction, planning, and design of on -road and off -road trail facilities for pedestrians, bicyclists, and other non -motorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other safety -related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990." The grant requires a public hearing to invite public input and the grant application is due June 4, 2021. The City has successfully applied to this program in the past for a trail segment along Highway 93. The City's current grant proposal is to build a multi -use path connection on the north side of 4 Mile Drive at the west end of Kidsports. The path would connect the existing trail system on the east side of the bypass along the Bloomstone site where users are dumped on to the road at the crest of the hill to the trail system within Kidsports. Additionally, a marked and lighted pedestrian crossing would be installed at Meadow Vista Loop to provide a safe crossing location. Preliminarily, the path is estimated at 815' to be built in the MDT right of way (requiring no cash match). However, on the east side of Parkway Drive the path would be built within the Kalispell Youth Athletic Complex (KYAC) to connect with existing trail. The latter portion is expected to require matching funds. Given the timing of Bloomstone's development, discussion is underway of a payment in lieu from Bloomstone to be used as the match for the portion on KYAC. Public Works is developing an engineering and design plan with detailed cost estimates. If selected, MDT would finalize those plans and construct the project using their own staff or contractors. No funding for the project would come from MDT to the City. The notification and public hearing process will begin with the passage of the proposed resolution that establishes a date for the public hearing. RECOMMENDATION: It is recommended that Council approve Resolution 6019, a resolution calling for a public hearing on May 3, 2021 for the "MDT Transportation Alternatives Grant Application for 4 Mile Drive at Kidsports Multi -Use Path Connection". ALTERNATIVES: Council can elect to not pass the resolution of intent or propose modifications as Council may desire. WHEREAS, the Montana Department of Transportation's (MDT) Transportation Alternatives grant program provides funding to local governments to support transportation projects for pedestrians, bicyclists, and other non -motorized forms of transportation in order to achieve compliance with the Americans with Disabilities Act of 1990; and WHEREAS, the City of Kalispell proposes to construct a multi -use path connection extending a distance of 815 feet beginning on the north side of 4 Mile Drive at the west end of Kidsports, to connect the existing trail system on the east side of the By Pass alongside the Bloomstone site; and WHEREAS, the grant requires a public hearing to invite public input and the grant application is due June 4, 2021. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. On the 3rd day of May, 2021 at 7:00 o'clock P.M., in the Council Chambers, City Hall, 201 1st Avenue East, Kalispell, Montana, the City Council of the City of Kalispell shall hold a Public Hearing to receive public testimony and evidence regarding a City of Kalispell application for funding from the MDT Transportation Alternatives grant program to construct 815 feet of multi -use path as described in the recitals above. SECTION 2. All evidence and public comment derived from the hearing shall be included in the City's application for funding from the MDT Transportation Alternatives grant program.
