12/18/89 City Council Minutes1 �,J c, 11 A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. MONDAY DECKER 18, 1989, IN ISM COUNCIL CHHAMBERS AT 'CITY HALL. MAYOR KENNEDY PRESIDED, ALL COUNCILMQSERS WERE PRESENT. Mayor Kennedy called the meeting to order and led the Pledge of Allegiance. Mayor Kennedy wished Councilman and Mayor -elect Roger Hopkins a Happy Birthday. CONSENT AGENDA AppitNe Claims City Official Reports Treasurer's Report (November) Police Chief " City Judge '' Building Official '' Councilwan Saverud moved the agenda be approved. Councilman Schindler seconded and the motion carried. ADDRESSING THE COUNCIL -No one addressed the council. MAYOR'S REPORTS: No Report COMMITTEE REPORTS: COMMUNITY DEVELOPMENT/PUBLIC BUILDINGS Hockaday Basement Councilman Saverud moved that the council authorize the Mayor to sign a contract with Robert W. Ross Construction, in the amount of $9,250.00, for completion of the basement project in the new Hockaday addition. Councilman Nystul seconded and the motion carried. Valley Bank Request for New Facility Councilman Saverud reported the City received this week a request from Valley Bank for consideration in their plans to build a new facility downtown. The request has been referred to the Tax Increment Committee, who will review on December 19, 1989. At the next council meeting there may be a proposal for consideration of what the City's involvement might be. FINANCE/PERSONNEL, & POLICY/INSURANCE Second Reading Ordinance #1142: Uniform Building, Mechanical, etc. Codes Councilman Atkinson moved ordinance #1142, an ordinance to adopt, by reference, the "Uniform Building Code", 1988 Edition, the Uniform Mechanical Code", 1988 Edition, the "Uniform Plumbing Code", 1988 Edition, the "Uniform Fire Code", 1988 Edition, The "Council of American Building officials, One and TWo Family Dwelling Code", 1986 Edition, with 1987 and 1988 Amendments: the "Uniform Code for Abatement of Dangerous Building"", 1988 Edition; the "Uniform Housing Code", 1988 Edition; and the "Model Energy Code", 1984 Edition; as the Building Codes of the City of Kalispell, and applicable to the jurisdictional area thereof; as adopted and approved by the Building Codes Division, Department of Administration, State of Montana; to provide a penalty for the violation of any lawful order issued pursuant thereto; and establishing an effective date. Councilman Saverud seconded and upon roll call vote, passed unanimously. Insurance Committee Meeting Councilman Atkinson announced there would be an Insurance Committee meeting with the Finance OmTmittee on January 8, 1990 at 8:15 a.m. at City Hall, to discuss how the City should proceed concerning- the insurance. He said the committee is made up of various individuals from the bargaining groups. Salary Matrix Adjustments Councilman Atkinson read a memo from the Finance Committee to the Mayor and Council. "For some time now, the Finance Committee has had under consideration, adjustments to our salary matrix. In order to address these concerns with the "old" council, it is necessary to bring them to the floor tonight. We have reviewed all non -union positions. We recommend the following placement adjustments and further anticipate that there will be no other adjustments in this fiscal year. We further recommend the City Accountant be compensated during the period when serving as acting Clerk -Treasurer an extra $125.00 per month. This is not in addition to $100.00 recommended by Mayor. our final recommendation is that the City Judge's annual salary be set at $21,000 effective January 1, 1990. Councilman. Atkinson moved the council direct the City Attorney to amend the salary ordinance to include these adjustments. Councilman Saverud seconded the motion. Councilman Gunnerson said he felt further committee review was needed. Councilman Schindler stated he felt further study and review was needed before a vote be taken. Councilman Furlong moved a substitute motion, this issue be returned to the Finance Committee for further input to the rest of the council. Councilman Gunnerson seconded the motion. After some discussion, the motion passed with Councilman Saverud. and Atkinson voting against. PARKS, PUBLIC LAINDS/ANNE:KATION/ZONING/BUITnING REGULATION Recommendation on Approval of Clete Daley Highmay #93 Study Councilman Furlong moved the council approve in concept the Clete Daley Study of the tentative rebuilding of Hwy 93. Councilman Gunnerson seconded the ration. After lengthy discussion, Mayor Kennedy pointed out we are just agreeing the work was completed as far as the study goes, so Daley may be paid. There was more discussion. Councilman Saverud moved a substitute motion, that the City acknowledge the receipt of the Clete Daley Traffic Study and indicate to the appropriate authorities that we will be taking it under advisement and make our recormnendations to them. Councilman Schindler seconded and the motion carried with Councilman Furlong voting no. PUBLIC SAFETY/PARKING/GAMBLINGNo Report PUBLIC WORKS/ AIR QUALITY/AIRPORT Advertise Bids for Sixth Street West Councilman Hopkins moved the call for bids for 6th St. West reconstruction. Councilman Schindler seconded the motion. After discussion the motion carried unanimously. Meridian Road Report Councilman Hopkins reported there is a fence and a hedge that are on the City right of way and the owners will be notified that they need to be removed. The city may offer to help with re wal. He said at the northeast corner there is a problem with the radius. The owner will be notified and attest to acquire some extra land for right of way. The same holds true for the corner of Center St. and Meridian, for a possible right turn lane. Hopkins said the staff and committee recommend there be no sidewalks installed as part of this project as a safety concern. �VG Other unresolved iten-is include how $26,000.00 in curbs and gutters will be paid for. Also the Water Superintendent is considering the possibility of the water mainn, installation be contracted out. SEWER & WATER Meridian Road Project Councilman Nystul reported the Water Superintendent has been authorized to obtain Professional engineering services for the water line on the Meridian Road project, Evergreen Sewer Nystul reported the ccmnittee met with the Evergreen Water District representative and are continuing to research and discuss the sewer service possibility.
