COUNCILMAN NYSIM DAS ABSENT. ALL OTHER COUNCILiOgBERS WERE PRESE[JI'. Mayor Kennedy called the meeting to order and led the Pledge of Allegiance. CONSENT A� Approve Minutes Regular Meeting August 7, 1989 Special Meeting August 14, 1989 Approve Claims City Official Reports Treasurer's Report (July) Police Chief City Judge Building Official " Councilman Saverud gyred the consent agenda items be accepted as presented, Councilman Atkinson seconded and the motion. carried. BID OPENINGS: Fuel 1. City Service, 10% Bid Check, Regular $1.0119/gal., Unleaded $1.0019/gal., No.2 Diesel $.597/gal. Total Amount Bid $65,651.09. 2. Councilman Hopkins moved the bids be referred to the Sewer & Water Committee to report back. Councilman Saverud seconded and the motion carried. ADDRESSING TBE COUNCIL No one addressed the council. J6� C ONMITTEE REPORTS: FINANCE/PERSONNEL & POLICY/INSC]RANCE Special Meeting -- City Manager Election Issue Councilman Atkinson reported a Special Council Meeting is being called for Thursday August 24, 1989 at 5:30 pm., to declare an election be held on the City Manager issue in the November election. Atkinson said there appears to be plenty of signatures on the petition. If not the special meeting will be cancelled. Relief from Assessments - Martin Property Councilman Atkinson moved to grant Cheryl Martin relief from 1988 and future Storm Sewer and Street Maintenance Assessments until such time as the property is developed. Councilman Saverud seconded. Atkinson explained the property was annexed into the city for sale and development of an apartment complex. The sale and develognent never occurred. The property doesn't front on any city street and the storm runoff does not go into the city. The committee felt it was fair to waive these assessments. Several councilmembers expressed concern this action would establish a precedent and cause numerous taxpayers to make a similar request. Councilman Saverud said the committee felt this was a unique request. Councilman Furlong moved to refer this back to the appropriate committees and have the staff develop a proposal under which this question can be considered. Councilman Saverud seconded and the motion to refer carried. Police Negotiations Councilman Atkinson reported the police contract negotiations have gone to mediation. Non -Union Salary Workshop Councilman Atkinson reported the Committee requests the attendance of all the council at a Council Workshop immediately following this meeting to discuss non -union employee salaries. PARKS, PUBLIC LANDS/A%EXATION/ZONING/BUILDING REGULATION No Reports PUBLIC SAF=/PARKING/GAMBLING No Reports PUBLIC WORKS/AIR QUALITY/AIRPORT No Reports SEWER & WATER Call for Bids - Hutton Addition. Water Main Councilman Furlong moved the Public Works Department be authorized to call for bids for construction of the Hutton Addition Water Main. Councilman. Hopkins seconded and the motion carried. Call for Bids - Lawrence Park Pump House Councilman Furlong moved the Public Works Departments be authorized to call for bids for heating repairs and remodeling to the Lawrence Park Pump House and Spring House. Councilman Saverud seconded and the motion carried. ANNOUNCEMENTS Committee Meetings: 8/23, Wednesday, 8:00 am., Council Workshop, Proposed Air Quality Regulations The next regular meeting will be Tuesday September 5, 1989 because Monday September 4, 1989 is a holiday.
