A RFLULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. TUESDAY FEBRUARY
16, 1988 IN THE COUNCIL CHAMBERS AT CITY HAT-L. - MAYOR KENNEflY' PRESIDED. ALL
COUNCILMFM13ERS WERE PRESENT.
Mayor Kennedy called the meeting to order and led the Pledge of Allegiance.
APPROVE MINUTES
Regular Council Meeting February 1, 1988
Councilman Gunnerson moved the minutes be approved as presented, Councilman Schindler
seconded and the motion carried with Councilman Nystul,abstaining,
ADDRESSING THE COUNCIL
Flathead Independent Insurance Agents Association
Clerk/Treasurer Halver reported the Association had presented Mayor Kennedy with a
check for $5,558 representing a dividend from AID Insurance Ccnpany for the years 1985
and 19 86 .
No one else addressed the council.

MAYOR'S REPORTS
Agenda Deadline
Mayor Kennedy set the deadline for submission of agenda items at 12:00 noon on the
Thursdays preceding the council meetings
Letter of Commendation
Mayor Kennedy read a letter from the Kalispell Fire Department to Mayor Kennedy
ccarmending Street Superintendent Brady on his snow rmnoval efforts which improved
winter driving safety.

CCHM UNITY DEVELOPMENT
Director's -Honor and trip
Councilman Saverud reported Comwnity Development Director Gallagher has been invited
to participate in a Downtown Retail Development Conference in Anaheim, California,
being sponsored by the International Conference of Shopping Centers. Kalispell is the
only small city being represented at the conference.
PERSONNEL AMID POLICY
Ordinance 1116 - Civil Rights Code - Second Reading
Councilman Atkinson moved passage of second reading of Ordinance 1116, an ordinance
establishing a Civil Rights Code for the City of Kalispell. Councilman Saverud
seconded and the motion carried unanimously upon roll call vote.
Ordinance 1117 - gnployee Election Activities - Second Reading
Councilman Atkinson moved passage of second reading of Ordinance 1117, an ordinance
prohibiting city officers and employees from influencing elections or taking part in
political campaigns if their employment is financed in whole or in part by federal
funds. Councilman Nystul seconded and the motion carried unanimously upan roll call
vote.
Ratification of Firefighters Contract
Councilman Atkinson moved ratification of the agreement between the City of Kalispell
and the International Association of Firefighters Local Union No. 547 for the period
July 1, 1987 - June 30, 1988. Councilman Schindler seconded.
Councilman Nystul requested Item K. in Paragraph IX., on page 4, be corrected to read
State General Election Day.
The motion carried unanimously.

PARKS & PUBLIC LANDS
Councilman Furlong called a Parks & Public Lands Committee Meeting for 'Thursday
February 1.8, 1988 at 4:00 pm. The Golf Course Lease will be discussed and all
councilmembers are invited to attend.
FINANCE & ADMINISPRATION
Approve Claims
Councilwoman Robinson moved the claims reviewed and approved in committee be accepted
for payment. Councilman Nystul seconded and the motion. carried.
PUBLIC SAFETY
Ordinance 1118 - 15 minute parking Washington Street - First Reading
Councilman Schindler moved passage of first reading of Ordinance 1118, an ordinance
amending Section 17--54, Kalispell City Code, providing fifteen (15) minute parking only
on the South Side of Washington Street between North Main Street and First Alley West.
Councilman Saverud seconded and the motion carried unanimously upon roll call vote.
Ordinance 1119 - Bus Stops - First Reading (later withdrawn)
Councilman Schindler moved passage of first reading of Ordinance 1119, an ordinance to
amend City Code by prohibiting parking at certain locations to allow for Bus Stops.
Councilwcmn Robinson seconded.
Councilman Saverud asked location 15 be deleted as location 16 in front of the County
Library was close enough to provide service, and he so moved. Councilman Schindler
seconded and the motion carried.
Councilman Schindler said the ordinance did not define the hours for the bus stops, he
did not want the parking tied up 24 hours a day.
Councilman Nystul objected to the ordinance establishing regulations on private
properties such as the shopping centers, grocery stores and hospital.
In light of the questions raised, Councilwanan Robinson withdrew her second and
Councilman Schindler withdrew the motion to pass first reading of the ordinance.
Meridian Road School Crossings
Councilman Schindler reported Mary Skyba had requested, at the last council meeting,
that the council discuss school crossing problems on Meridian Road. A Safety
ccrrmittee meeting was scheduled and later cancelled. Schindler asked the council
consider the problem tonight.
Mary Skyba read a statement to the council. She said there were 128 students living
west of Meridian Road who attend Russell School. They felt the existing crosswalks
were not properly located. Traffic is traveling above the speed limit.
She presented the following requests and suggestions. Relocate the crosswalk to the
south side of Liberty Street, place flashing lights at the approaches to the crossing,
approve the crossing guard hired by the School District, initiate a public education
program, conduct a crossing safety education for the students, send letters to the
parents asking them to assist their children through the crosswalk, increase police
patrols, sand the roadway as needed.
Police Chief Clark said his preliminary study of flashing light costs indicated it
could cost around 7 to 10 thousand dollars. He didn't feel moving the crosswalks was
necessary because that would only solve the problem 1/2 the time.
He suggested time be taken to conduct thorough research into the proper location of the
crosswalks and consider the other requests.
Clark read several excerpts from a book on standards for traffic control at school
crossings. He said the school did not need city permission to hire a crossing guard
and City Attorney Neier agreed.
Chief Clark said he would provide extra patrol in the area and have the Accident
Investigation Van there.
Mike Anderson, Principle of Russell School, said the responsibility of the crossing
guard is to help the kids learn safe crosswalk practices.

Diane Wright, 106 Liberty, said she is the new crossing guard and lives on the corner
of Meridian and Liberty and invited anyone who was interested, to came to her home and
watch the traffic. She also said a major problem exists because cars which have
stopped for pedestrians are passed on the right by following traffic. She suggested
the best solution was to enforce the existing traffic laws.
Councilwoman. Robinson asked if the crosswalk could be repainted as it doesn't show up
very well. Public Works Director Hamner will look into putting up some temporary
signs.
Councilman Gunnerscn agreed the speed limit needed to be enforced and also asked for
some sort of warning devices to advise the public of the crossing guard.
The mother of the boy who was hit on Monday said sand on the roadway could have
prevented his accident.
Councilman Schindler said for the record that this discussion was begun at the request
of Mrs. Skyba on February 1, 1988, not in response to the accident of February 15.
Meeting -- Safety and Personnel & Policy joint meeting
A meeting of these two committees was scheduled for Friday February 19, at 4:00 pm., to
continue discussion of the Ambulance Overtime Policy.
ANNEXATION - No Report
AC NOWLEDGEMENrS, ANNOUNCEMENTS AND APPO-TN1MENrS
Elect Council President
Mayor Kennedy declared nominations open. Councilman Nystul nominated Councilman
Saverud and Councilwoman Robinson seconded the nomination.
Councilwoman Hafferman nominated Councilman Schindler. With no further ncaninations
Mayor Kennedy declared the nominations closed and asked Clerk/Treasurer Halver to
distribute the ballots.
City Attorney Neier and Mayor Kennedy counted the votes and Mayor Kennedy declared
Councilman Saverud elected Kalispell City Council President.
Mayor Kennedy and Councilman Atkinson commended Councilman Schindler for his service as
Council President for the past year.
Confirmation of Police Patrolman
Mayor Kennedy read Police Chief Clark's request for ccdnfirmatim of Brian Fulford as a
Police Patrolman. Councilman Schindler so moved, Councilman Atkinson sect and the
motion carried.
Confirmation of Police Sergeant
Mayor Kennedy read Police Chief Clark's request for confirmation of Robert. Lanfear as a
Police Sergeant. Councilwoman Robinson so moved, Councilman Atkinson seconded and the
motion carried.
Air Pollution
Councilman Nystul suggested the Mayor contact the Health Department and ask why the
City has not been formally noticed of the alleged air quality violations referred to in
a recent press release.
Council Workshop
Council President Saverud ra inded the council of the workshop to be held Monday
February 29, 1988 at 6:00 pm. (subsequently rescheduled to February 22, at 6:00 pm.)
