03-08-21 City Council Work Session MinutesCITY COUNCIL KCM OF WORK SESSION MINUTES ALISPELL March 8, 2021, at 7:00 p.m. This meeting occurred with Council and staff present in Council Chambers with social distancing in place, as well as via video conferencing. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. Mayor - Mark Johnson: Present Council Member - Kari Gabriel: Absent Council Member - Sandy Carlson: Present Council Member - Chad Graham: Present Council Member - Tim Kluesner: Present Council Member - Sid Daoud: Present Council Member - Ryan Hunter: Present Council Member - Sam Nunnally: Present Council Member - Kyle Waterman: Present Staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, and Parks and Recreation Director Chad Fincher. B. DISCUSSION ITEMS 1. Lawrence Park Multi -Use Trail City Manager Doug Russell began the presentation for this item. 00:07:54 Parks and Recreation Director Chad Fincher continued the presentation. 00:17:18 Manager Russell added additional information. 00:18:12 Councilor Daoud asked questions of staff and provided discussion regarding reaching out to service clubs about partnerships. 00:22:58 Councilor Nunnally asked questions about addressing transient camps. He also asked about possible future connections to the Kalispell Parkline Trail. He then asked about a trail along Whitefish Stage that he confirmed is a County trail. 00:26:40 Councilor Kluesner asked about the status of Friends of Lawrence Park. Page 1 of 3 Kalispell City Council Minutes, March 8, 2021 00:27:53 Councilor Waterman asked questions about the possibility of engaging Montana Conservation Corps (MCC) for multiple use and for the weed spraying component. He also asked about the possibility of the city having a work session for engaging with the Health Department regarding connecting the homeless with services. 00:33:02 Councilor Hunter and Waterman provided discussion about the homeless issue. 00:34:36 Councilor Daoud asked about the possibility of a southern parking area. 00:38:41 Councilor Waterman asked about engaging with the County regarding where trails end at the County line. 00:42:44 Councilor Hunter provided discussion in favor of the proposed trail but would be concerned if the trail became popular with bikes as it is wet. He also has concerns about dogs off leash and their impact on wildlife. He indicated he had received a call from the Audubon Society and they indicated they would like to weigh in on the plan. He spoke about the need for policing in specific areas of the park. 00:47:45 Mayor Johnson provided discussion saying long-term he would like to see connectivity with the Kalispell Parkline Trail. He provided discussion that he is in favor of this project generally. 00:49:24 Councilor Graham spoke in favor of this project. 00:50:40 Councilor Daoud asked about frequency of use on the current path. Staff were directed to include this project in the preliminary budget. C. David Landstrom, Public Comment Mr. Landstrom spoke as an adjacent homeowner to the park regarding wildlife values. He spoke regarding the issue of off leash dogs chasing deer and enforcement issues. He asked about long- term maintenance strategies, asked about weed maintenance, and maintenance issues with current trails. He asked about outreach with the surrounding neighbors.
