MONDAY MARCH 23, 1987 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR KENNEDY PRESIDED. ALL COUNCILMEMBERS WERE PRESENT. Mayor Kennedy called the meeting to order and led the Pledge of Allegiance. Mayor Kennedy stated the purpose of the meeting is to decide on participation in the League Comprehensive Insurance Pool before their April 1, 1987 deadline. He requested all councilmembers read the memo prepared by City Attorney Neier. Councilman Ruiz asked if the Pool covers vehicle liability and the Mayor assured him_ it did. L 507 Councilman Grainger commented it is difficult to compare coverage from a pool with that purchased from an insurance company. Mayor Kennedy called Bob Worthington to get more information on the coverage. Mr. Worthington provided the following information by Speakerphone: The auto liability provides the same liability limits as the basic policy. The policy does not provide physical damage. The iail would be covered. The liability coverage is $1,500,000 per occurence and $750,000 per individual. The 6.25 million dollar bond issue was sold to provide a catastrophic loss pool. If t is pool was used up, either another bond issue could be floated, or the program could be dissolved. There are provisions for removing members from the pool if they are not following the rules. He was not aware of any problems other cities have had in blending their coverage during the conversion to pool coverage. The bond issue obligation was apportioned among the member cities based upon their taxable valuation. The reserves are being developed through the premium base. The only costs other than the initiation fee and premiums are the deductible costs. He confinned he had estimated our premium amounted to about $60,000 based upon a rate of $2.75 per $100.00 of annual payroll. There were no further questions and the phone call ended. Councilman Grainger explained our Police Liability coverage is expiring April 7, 1987. We are looking for replacement coverage but the company we are talking to will require a jailer whenever someone is in the facility. ,r Resolution #3721 Councilman Grainger moved adoption of Resolution #3721, a resolution relating to participation in a pooled Self -Insurance Program provided by the Montana Municipal Insurance Authority. Councilman Schindler seconded. This 'Foverage would start July 1, 1987. Nystul and Grainger concluded we have no other choice. Councilman Grainger reported we will address the Police Liability during the April 6, 1987 meeting. The motion carried upon roll call vote. Public Works Committee Meeting Councilman Ruiz reported we have a request from School District #5, asking to meet with the Plublic Works Committee to seek permission to excavate in Fifth Avenue West. He scheduled the meeting for Wednesday March 25, 1987 at 4:00 Fan. M Committee Meeting man Palmer requested a Finance only meeting be held.
