THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. MORAY,
FEBRUARY 2, 1987 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR KENNEDY PRESIDED. ALL
COUNCILMEMBERS WERE PRESENT.
Mayor Kennedy called the meeting to order and welcomed honored guests, Boy Scout Troup
33. There were 15 scouts and leaders in attendance. Troup 33 led the Pledge of
Allegiance.
APPROVE MINUTES
Regular Meeting January 19, 1987
Councilman Schindler moved the minutes be approved and Councilman Nystul seconded
and the motion carried.
ADDRESSING THE COUNCIL
12 Hour Parking Ordinance
Pat Parsons pointed out she had recently received a $10 ticket for violating the 12
hour Ordinance that she was totally unaware of. She received the ticket while being
parked in front of her residence, of which she has resided for 14 months. She felt
this ordinance was very impractical, since many people do not use their vehicles every
day. She walks to work to avoid congestion in the downtown area. She stated she was
aware of the snow removal schedule and adheres to it and would be glad to abide by the
12 hour ordinance if she had known about it, if it was posted or advertised, but still
felt it was an unreasonable time frame.
Chief Stefanic responded by saying this ordinance has been in effect for years. He
agreed the 12 hour time period is definitely too short. He stated the reason the
ordinance has been enforced more this year is due to the erratic snow removal schedule.
He added this ordinance has been consistent for years but inconsistent as far as being
enforced due to the physical impossiblility.
Councilman Schindler asked about the purpose of the ordinance and Chief Stefanic
responded the purpose was mainly to reduce abandoned vehicles and possible storage on
the streets.
Councilman Saverud reported he had been informed by another resident, Bill Burton, of
the same problem. He suggested the Safety Committee take a look at the ordinance for a
possible review and update.
Councilman Schindler agreed the time frame is too short and said his committee will
look at it.

PUBLIC WORKS
Garbage Refund Policy
Councilman Ruiz read the Garbage Refund Policy and moved adoption. Councilman Schindler
seconded and the motion carried.
WATER & SEWER - no report
PARKS & PUBLIC LANDS
Councilman Manning schedule a Shade Tree Commission Meeting on February 10, 1987 at
4:00 p.m., and a Parks & Public Lands Meeting February 11, 1987 at 4:00 p.m.
FINANCE & ADMINISTRATION
Approve Claims
Councilman Palmer moved the claims found in order be paid and Councilman Schindler
seconded, and the motion carried.
Resolution 3715
Fixed Asset Accounting Policies '
Councilman Palmer reported on the fixed asset accounting policies recommended by
Clerk/Treasurer Halver.
Councilman Palmer moved Resolution #3715, a resolution establishing fixed asset
accounting policies. Councilman Nystul seconded and, upon roll call vote, the motion
carried unanimously.
Telephone System Bids
Councilman Palmer reported Clerk Halver also requested permission to call for bids for
the lease purchase of a telephone system. He so moved, and Councilman Nystul seconded
the motion.
Councilman Saverud asked if the specs for the new bid would be the same as what we have
right now or would we be upgrading or changing the system.

Clerk Halver reported it would be similar to what we have right now, however there are
some new features vendors would be offering on the new bid, hopefully there would be
some improvements.

e Sharing Funds - $319.00 - computer software
lman Palmer reported Clerk Halver has requested in the budget Revenue Sharing
in the amount of $319.00 for computer software. This would allow the computer to

PUBLIiC SAFETY
Stop Signs on Montana Street, 1st and 4th Avenues W.N.
Upon the Safety Committee recommendation, Councilman Schindler moved to direct the
Police Chief and the City Engineer to erect stop signs to stop 1st and 4th Avenues W.N.
at Montana Street. Councilman Saverud seconded and after discussion, the motion
carried.
Ordi ce 1093-Second Reading
An ordinance to limit the parking of a motor vehicle for a period of greater than
thirty (30) minutes on the south side of First Street East from Main Street to First
Alley East, to provide for the installation of signs in the affected area, and to
provide an effective date.
n Schindler so moved the second reading of Ordinance 1093. Councilman Saverud
and upon unanimous roll call vote, the motion carried.
nd Temporary Limited No Parking One Block 4th Avenue West -East side
to Fifth Street During Construction - High School Area
man Schindler reported after a meeting with persons from the High School and
buses, the committee recommend temporary limited no parking during
Schindler added according to City Attorney Neier, this must be an ordinance.
lman Ruiz asked if the residents had been notified? If not, they should be made
of the plan. Councilman Schindler replied they had not.
After much discussion Councilman Schindler stated he would return next meeting with
this in Ordinance form and more details.
Public Safety Meeting
Councilman Schindler announced a Safety meeting will be held February 4, 1987 at
4:00 p.m.

Next Council meeting
Mayor Kennedy announced due to the holiday, the next Council meeting will be held
on Tuesday, February 17, 1987.
Elect Council President
Mayor Kennedy opened the nominations for Council President.
Councilman Palmer moved Wayne Saverud be nominated. Councilman Manning seconded the
motion.
Councilman Grainger moved the nomination of Councilman Ruiz and Councilman Schindler
seconded.
Councilwoman Hafferman moved to nominate Councilman Schindler and Councilman Ruiz
seconded the motion.
Councilman Grainger moved the nominations cease and asked if this would be done each
year, running from February to February.
The motion died due to the lack of a second.
Councilman Palmer stated he would like to see this done each year so that
Councilmembers receive the exposure and experience.
Councilman Ruiz asked if there would be a change of duties or responsibilities of the
Council President.
The Council President duties were discussed.
Councilman Ruiz stated that after discussion and no one feels there is going to be a
change in the duties, he would decline the nomination for Council President and
support Councilman Schindler.
Councilman Schindler withdrew his second for the nomination of Councilman Ruiz and
Councilman Grainger withdrew nomination.
Councilman Saverud stated he would obstain from voting to prevent a tie.
Upon voting, Councilmen Nystul, Manning and Palmer voted for Councilman Saverud and
Councilmen Ruiz, Schindler, Grainger and Councilwoman Hafferman voted for Councilman
Schindler. Councilman Schindler won the vote 4 to 3, for Council President.
Parking Commission Appointment
Mayor Kennedy requested a confirmation of the appointment of Howard Freyett to replace
Ed Myers on the Parking Commission. Councilman Palmer so moved, Councilman Schindler
seconded and the motion carried.
ADJOURN
Councilman Grainger moved the meeting be adjourned and Councilman Saverud seconded the
motion. The meeting was adjourned at 8:20 p.m.
