Re: Certification for Community Action Partnership to use Emergency
Solutions Grant funding for emergency shelter activities

BACKGROUND: Community Action Partnership of Northwest Montana (CAPNM) has
approached the City of Kalispell to provide a certification of approval in order for them to use
funds from an Emergency Solutions Grant for emergency shelter activities for individuals the
City -County Health Department has identified as needing to quarantine due to COVID-19. A
previous certification had been provided for overnight stays for individuals in quarantine status.
This specific request is for therapeutic drop -in day services. The certification is written to
provide them latitude for future emergency shelter activities that may be needed.
The regulation at 24 CFR 576.202 (a) (2) Means of carrying out grant activities:
(2) Private nonprofit organizations, provided that for emergency shelter activities the recipient
obtains a certification of approval from the unit of general purpose local government for the
geographic area in which those activities are to be carried out.
FISCAL IMPACTS: There is no expense to the City of Kalispell as these efforts are funded
through grant funds already provided to CAPNM.
RECOMMENDATION: It is recommended that City Council move to provide certification to
Community Action Partnership to use funds from the Emergency Solutions Grant for emergency
shelter activities.

Good Morning,
I am reaching out in the hopes that we may once again seek City approval for the use of existing
Community Action Partnership funding through the Emergency Solutions Grant to assist with Temporary
Emergency Shelter activities within city limits. Recently the Sunburst Village, a local entity that provides
evidence based therapeutic drop -in services aimed to connect those in need with essential services,
closed due to funding limitations. This drop -in center served as a vital stop of people in our community
who were experiencing homelessness, as well as others who were facing housing instability, unmet
mental health needs, etc.. The loss of this resource has severely impacted our community. Existing
funding through the Emergency Solutions Grant would allow for Community Action Partnership to sub-
contract with Sunburst in order to resume these essential services. At this time there are very few
options for daytime spaces that allow for people experiencing homelessness to congregate. The library
is limited due to COVID-19, the United Way has not been open to the public for some time, the local
shelters require guests to be out of the facility during the daytime. It is our hope that in working with
Sunburst to generate day service programming, it will help provide a structured space in which people
can quickly be connected to resources that will help with gaining stability medically, with housing and
with finances. Community Action Partnership will monitor activities for compliance with program rules
and will require regular reporting from Sunburst.
We are working to be dynamic in addressing community needs during this time and are working hard
with Sunburst to develop a model that works to support positive growth in our community through
stabilizing some of our most vulnerable residents. This saves everyone time and money in the long run.
