BACKGROUND: The Northwest Regional Stormwater Management Project supports short -
and long-term stormwater regional management needs in high growth areas within the west and
north sections of Kalispell. The final project consists of conveyance piping and a series of
regional stormwater detention facilities intended to mitigate existing drainage issues and prevent
increases in flooding. The infrastructure includes:
Three regional detention facilities providing flood control
Approximately 9,000 linear feet of 24-inch storm drain
A new outfall to a drainage way easement which will convey water to West Spring Creek
BIDDING RESULTS: Sealed bids were opened utilizing Quest CDN for the above referenced
project at 2:30 p.m. on Thursday, March 4, 2021. Four (4) bids were received, with LHC, Inc. of
Kalispell, Montana being the apparent low bidder at $2,606,668.03.

was determined to be a responsive and responsible contractor successfully completing similar
proj ects.
FISCAL EFFECTS: This project will be funded by a loan through the State Revolving Fund
(SRF); loan payments will be allocated from the Storm Sewer Fund and Storm Sewer Impact Fee
Fund.
ACTION REQUESTED: Motion to award the Northwest Regional Stormwater Management
Project bid to LHC, Inc., contingent upon funding agency concurrence.
ALTERNATIVES: As suggested and approved by the City Council.

Sealed bids were opened utilizing Quest CDN for the above referenced project at 2:30 p.m. on Thursday,
March 4, 2021. Four (4) bids were received, with LHC, Inc. of Kalispell, Montana being the apparent low
bidder at $2,606,668.03.
Enclosed is the certified bid tabulation which provides information regarding the bids received, including
a comparison to the Engineer's Estimate prepared by Advanced Engineering and Environmental Services,
LLC (AE2S). The bids were reviewed, and no irregularities or mathematical errors were identified.
AE2S has contacted LHC, Inc. to discuss project specifics. In addition, we have reached out to a couple of
the references provided. Upon review, AE2S recommends the City award this project to LHC, Inc.
AE2S looks forward to working with LHC, Inc. and the City of Kalispell to complete this project. If you
