There will be a Special Meeting of the City Council Monday, November 25,
1985 at 5:00 P. M. in the Council Chambers at City Hall for the following
purpose: -
SALARY NEGOTIATION FOR NON -UNION. EMPLOYEES
We, the undersigned, being all of the members of'the City°Council, de hereby
.waive notice of the date and purpose of. the Special Meeting of the City

2 1985: IN THE CONFERENCE ROOM AT CITY HALL. MAYIOIR'.MODOWELL PRESIDED. COUNCILMAN
j;:GRAINGER..WAS.ABSENT:': ALL OTHER COUNCILMEN WERE -PRESENT. .
Mayor MctDowell called the meeting to order and stated it was :for the pur-pose-of salary
negotiation.for non -union employees and any other business to'came before the council.

Park, :Superint ndent Drent requested,an increase in his salary to-. $2,000..00 a month, .
which is; approximately.I plus longevity; For the rest 'of-:his.alloted time 'he and the
council held a general discussion of the Parks;Department.
Street'Superintendent'.Cl'ements announced he would;be;retiring March 1 And.saidwhatever
the council thinks is.:fair would suit him. Councilman;;,Saverud, asked if he had any
general recommendation as.to.where his position fit',within the Public Works'larea: He
wasn't really sure; he.'supervises 19 men. Councilman Nystul asked if his replacement
should have any different responsibilities than he has. Clements felt it`should-.be the
same. He gill have 14 yeaars;with the city on March 14
CITY. JUDGE
City Judge Paul Willi.s,suggested a $,100 a month increase wouid; put ;laic salary in line
with.other comparable -Montana Cities. The position:is part time now, as declared by the
City Council in 1974. Councilman Schindler asked if 'it should still be part time.. and
:Jodge:.Wi,llis said he_,:managed . to.. keep it that way: He stated-'. the clerk did, not. have the
:1;suthority for setting ::,:fines ; as :. he does.:- He stated it is nvtappropriate to base
salary:.upon the ..vol.uma::.of: collections of the office.. He; reported .approximately 50% of
:his time,i.s spent seeing people., .

City Judge Elect Fran Willis requested the Judget's Searetary=-Salary,bs-.increased to
$13,500. The secretary took at least a $100 a mouth` decrease to take the job and gave
up 8 years of longevity. Fran said she would be working more than three hours!a day
and, the work: would take .longer than three hours, a ;day' arid: -she' •would .like to start at
.$15'000, with an increase next -.year,. She reported this .'yeart,s inaame to date; is up
over ..$40,000,from.last .year. !.
She felt the job would require the judge to work an average :df:sir- hours a:day.,; A
general -discussion of:the Judges responsibilities and hours followed.

DIRECTOR OF PUBLIC WORKS
.Ken. Hammer acmmented it appears the council's:minds:are made.up on the 3 per cent.and
his only comment- is the council spent 100 hours negotlati.ng;with the bargaining units
and are: -spending only fifteen minutes each with department -`meads. He. went: on to review
,the. accomplishments of ,, the department He says he puts in -.a 'loot oaf overtime attendiiag
,;:meetings; and states .that :his ,salary :is probably in line::fbr� (Montana. He said,` t the
:supervisor gets 3%0 he` is losing ground to the union employees because: f'their
increment. He said the Mayor is probably the person best .qualified, to evaluate the
performance of department heads. He also suggested the ..Counei'1 should be partioipating
more. iri ` the ..:decisions: -he has to make.
He, felt : the new -street superintendent should have a new and updated . ,job description':

Marty Stefanie reported the Assistant,Chief and Lieutenant are too close together in
pay. He suggested there should be a 1% differential between ranks. Marty explained
