ALL COUNCILMEN WERE PRESENT,: APPROVE MINUTES Councilman Nystul requested the reference to the Building Inspector in the Annexation Committee report be corrected to Building Official and movedlthe minutes of the October 21,1: ,198$ : council,- meeting : be approved as, corrected: Counoilman Palmer; . seconded. rand the motion carried ADDRESSING THE COUNCIL No one responded to the Mayor's call for anyone wishing..tc address the council:.. COMMITTEE;:REPORTS: . EMPLOYMENT Probationary Firefighter Councilman Grainger moved Roger Phillips be appointed a probationary., firefighter effective,November A,:1985. Councilman Schindler seconded and the motion carried. Councilman. Grainger announced there would be a negotiation session meetiiig,.immediately following this council meeting. FINANCE Councilman,Ruiz moved the claims found in order by the Finance Committee be approved for payment, Councilman Grainger seconded and the motion carried. Councilman Ruiz moved the Ambulance Service uncollectable accounts, as presented in the. Ambulance,.Service Clerk's report, be written.,.off; Councilman. Grainger. seconded. Councilman Palmer asked if we could collect more.by billing..the customer .directly. Councilman Ruiz and Fire Chief Doty both reported past experience. showed .this had resulted in poorer collections. Councilman Ruiz reported this writeoff would be about 9-10% of our billings and Alert ia.experiencing a,writeoff of about 12-13%. Motion carried.' Councilman Ruiz requested the Mayor call on the City Development Committee next and then return to the Finance Committee. CITY DEVELOPMENT Ordinance . 1065 Councilman.Saverud moved adoption of Ordinance.#1065;on second reading and reviewed the proposed ordinance, Councilman Nystul seconded. The motion carried upon roll call vote with Counollman'Sohindler voting no. FINANCE -continued. Councilman Ruiz.reported the Finance Committee discussed issuing City of Kalispell Tax Increment!_R_90 _f us.7. Bonds in the amount of $20100,6000 for a 15 year term with a 10 year call.:provision. The committee determined the city bad ;the latitude to move amounts back and forth ;within the projects described, -The bond proceeds would not be used for any other projects other than those described in the ordinance. Councilman Ruiz moved to authorize Dain Bosworth to proceed with the sale of the bonds, under terms mutually agreeable to both the city and the band counsel'. Councilman saverud seconded. Bob Ehlers of Dain Bosworth explained '.there would be a formal Resolution to be adopted on November 18, containing all .the terms and conditions. He said it is important to get these bonds sold before December 31, 1985 as the law. concerning their tax status may change after that. Councilman Ruiz spoke in favor of the motion because -there were Public Works projects that had to be done that we have no other means of funding. The motion carried with Councilman Schindler voting no. SEWER & WATER Councilman Nystul reported Northwestern Telephone Systems, Inc. has requested a Storm Sewer be installed in Second Alley East to serve their ,property, with the City and the Company doing a tradeoff on the size of pipe. Ile moved they be authorized to install the requested Storm Sewer. Councilman Schindler seconded and the motion carried. 362 ANNEXATION ;,.. . Resolution :3625' Councilman Manning •-presented Resolution #3625, a resolution to annek the"Carver Addition",,and.moved first reading. Councilman Nystul. seconded and the motion.carried upon roll call vote, C.ouncilman.Manaing presented -.a draft -=resolution concerning Fixed Use P.'U.D:.s;, an -moved the City Attorney be. authorized to set a public hearing date. Councilman -Palmer seconded and the motion carried. Zoning_:. Ordinance. Sedtion 6.13b... Councilman' Manning .moved the City'Attorney be authorized to set a public hearing date on.amending Seotion 6:'13b of the present Zoning Ordinance.
