06/03/85 City Council Minutes321 THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. MONDAY JUNE 3, 1985 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR McDOWELL PRESIDED. COUNCILMEN GRAINGER AND RUIZ WERE ABSENT. ALL OTHER COUNCILMEN WERE PRESENT. APPROVE MINUTES Councilman Saverud moved the minutes of the May 20, 1985 regular meeting be aproved as presented. Councilman Schindler seconded and the motion carried. BID OPENING Police Department High Band Radio Communication System GENERAL ELECTRIC - 10% Bid Bond Total Price $107,685.00 MOTOROLA COMMUNICATIONS AND ELECTRONICS - 10% BID BOND Total Price $126,222.00 Councilman Nystul moved the bids be referred to the Safety and Finance Committees to reportback to the Council. Councilman Schindler seconded and the motion carried. Councilman Palmer requested the committees investigate the possibility of sharing dispatching with the county. The Mayor requested Councilman Schindler look into this. PUBLIC HEARINGS: Annexation Request: Schwartz Addition No. 174 The Mayor opened the Public Hearing and called for proponents and opponents. Being none, the Mayor declared the Public Hearing closed. Continuation of S.I.D. #337 The Mayor opened the Public Hearing and Councilman Nystul explained the project. The Mayor called for proponents and opponents and, there being none, declared the public hearing closed. ADDRESSING THE COUNCIL No one requested to address the council. COMMITTEE REPORTS: SAFETY Councilman Schindler reported there would be a Safety Committee Meeting Tuesday June 4, 1985 at 4:00 P.M. PARKS - no report CITY DEVELOPMENT Resolution on "Montana Certified Cities" Councilman Saverud presented Resolution #3587, a Resolution endorsing the Montana Certified Cities Program. Councilman Springer moved the resolution be adopted and Councilman Saverud seconded and the motion carried upon roll call vote. EMPLOYMENT - no report FINANCE Councilman Palmer moved the claims found in order be approved. Councilman Schindler seconded and the motion carried with Councilman Nystul abstaining. SEWER & WATER Councilman Nystul anticipated the council would be asked to give final approval for the Sewage Treatment Plant construction at the next council meeting. Discussion is continuing with the Water Quality Bureau for the Discharge permit into Ashley Creek. The committee recommends Stahly Engineering and Associates be authorizd to draft a work plan for a revision of the 201 Facilities plan and a "scope of services" to help us determine what the next major expenditure for the wastewater treatment plant might be. Councilman Nystul moved adoption of the committee report. Councilman Springer seconded and the motion carried. Resolution 3588 Councilman Nystul read Resolution #3588, a resolution to create S.I.D. 337, amd moved its adoption. Councilman Schindler seconded and the motion carried upon roll call vote. ANNEXATION Ordinance 1059 Councilman Manning reported the second reading of Ordinance 01059, Zoning Ordinance Amendments, Sections 5.06-5.08 is again tabled. 322 Resolution 3589 Councilman Manning read Resolution #3589, a Resolution of intent to annex City Owned Property to be known as South Airport Runway #183 and so moved. Councilman Nystul seconded and the motion -carried upon roll call vote. Resolution 3590 Councilman Manning read Resolution #3590, a Resolution of intent to annex City Owned Property to be known as New Golf Course #184 and so moved. Councilman Nystul` seconded and the motion carried upon roll call vote. Resolution 3591 Councilman Manning read Resolution #3591, a Resolution of intent to annex City Owned Property to be known as Parkview Terrace Lift Station #185 and so moved. Councilman Nystul seconded and the motion carried upon roll call vote. Resolution 3592 Councilman Manning read Resolution #3592, a Resolution of intent to annex Property to be known as Christian Center Addition #180 and so moved. Councilman Springer seconded and the motion carried upon roll call vote'. STREET & ALLEY Councilman Palmer moved to order in Sidewalk and Curbs around Russell and Elrod Schools, more completely described in the exhibit attached to the minutes. Councilman Nystul seconded and the motion carried. Councilman Palmer announced there would be a Street & Alley Committee meeting Tuesday June 4, 1985 at 3:00 P.M. MISCELLANEOUS Ordinance 1060 Councilman Nystul moved acceptance of the second reading of Ordinance 0060, an ordinance revising the boundaries of the Wards of the City of Kalispell. Councilman Schindler seconded and the motion carried upon roll call vote. Councilman Saverud requested new maps be made available showing these new boundaries. Mayor McDowell reported on the combined Gaming Commissions meeting of May 21, 1985. The consensus of the three cities was they should assess a $50.00 per machine city license fee. After general discussion by the council, Councilman Nystul moved acceptance of first reading of Ordinance #1061, an ordinance setting a Poker Machine License fee of $50.00 per machine per year. Councilman Manning seconded. Upon roll call vote Councilmen Schindler, Nystul, Manning and Palmer voted aye and Councilmen Springer and Saverud voted nay. Mayor McDowell declared the motion carried. Councilman Springer wanted no fee the first year and Councilman Saverud wanted a higher fee. The Mayor reported there would be a short negotiation meeting immediately following this meeting. The meeting was adjourned at 8:18 P.M. upon motion of Councilman Schindler.
