THE REGULAR MEETING AND BUDGET HEARING WAS HELD AT 7:30 P.M. MONDAY, AUGUST 13, 1984 IN
THE COUNCIL CHAMBERS AT CITY HALL. MAYOR MCDOWELL PRESIDED. COUNCILMAN SCHINDLER
ABSENT. ALL OTHER COUNCILMEN PRESENT.
Mayor McDowell reconvened-. the budget hearing from August 8th.
Councilman Ruiz announced the following changes for final approval:
GENERAL FUND: $3,450.00 formerly budgeted for Central Garage Health Insurance was trans-
ferred by motion of Councilman Springer and seconded by Councilman Saverud to $2,000.00
for Urban Coalition Dues.arid $1.,450.00 for Elections. Motion carried unanimously.
TAX INCREMENT: Detailed Line Items are as follows:
'City Hall Interior (Fire Hall Bathroom) $8,700.00 ,
City Hall Exterior (Old Fire Hall) 1.4,900.00
Other Buildings (Hockaday Roof) 15,000.00
Library 1-0,222.00
Street Lighting (Old -Fashioned Lamps) 120,000.00
Llg�il1 Tax Increment Projects 631,178.00
TOTAL $800,000.00
Councilman Nystul stated that he thought $8,700.00 sounded high for finishing a bath;.-
room but if they will get proposals and take the lowest, he would live with it.
After discussion, the original amount of $80,000.00 budgeted for old-fashioned lamps
was increased to $120,000.00 with some arrangements to be made to pay $40,000.00 back
to the Tax Increment Fund as it is collected from the district.
CAPITAL IMPROVEMENT FUND - FIRE
Cash balance in this fund in the amount of $5,323.00 was transferred to capital outlay
items for the Fire Department.
CAPITAL IMPROVEMENT FUND - STREET
Cash balance in this fund transferred to capital outlay for Street Department,
SEWER FUND:
Added: $20,000.00 to>Elecd:ricity
Added: 3,000.00 to Natural Gas
SPECIAL MAINTENANCE DISTRICT FUND:
Deleted $33,000.00 from Road Oil & Gravel making budget balance $165,31.2.00.
Clerk-TreAurer office supply budget reduced by $3,000.00 and this amount budgeted for
uninsured losses.

Councilman Ruiz moved to adopt Resolution #3539'a resolution fixing the annual appro-
priaiion~for Fiscal Year 1984-85. Seconded by Councilman Palmer. Roll tall vote.
Councilmen Nystul and Springer voted no. All others voted aye. Resolution adopted.
RESOLUTION #353.6-
Councilman Ruiz moved to adopt Resolution #353 6 a resolution making the annual tax levy
for the City of Kalispell for the year 1984 as follows:! General Fund, 89.1 mills;
Retirement, 10.4 mills; Health Insurance, 5.1 mills; Liability insurance, 3.3 mills;
Study Commission 1.0 mills; Total 108.9 mills. Seconded by Councilman Nystul. Roll
call vote. All voted aye. Resolution adopted.
RESOLUTION #3537 ,
Councilman.'.Ruiz moved to adopt Resolution #3539 a resolution altering the boundaries
of Special Maintenance District #1. Seconded by Councilman Saverud. Roll call vote.
Councilman Springer abstained. All other councilmen voted aye. Resolution adopted.
RESOLUTION #3539
Councilman Ruiz moved to adopt Resolution #3538a resolution levying an assessment
for the cost of special maintenance for the purpose of maintaining the streets and
avenues of the City of Kalispell for the year 1984. Seconded by Councilman Nystul.
Roll call vote. Councilman Springer abstained. All other councilmen voted aye.
Resolution adopted.
RESOLUTION #3531

Councilman Ruiz moved to adopt Resolution #353,9 a resolution altering the boundaries
of the City Special Lighting District. Seconded by Councilman Grainger. Roll call
vote. All voted aye. Resolution adopted.
RESOLUTION #35fO
Councilman -Ruiz moved to adopt Resolution #35fo a resolution levying an assessment
for the cost -of lighting streets and alleys. Seconded by Councilman Springer. Roll
call vote. Resolution adopted.
MISCELLANEOUS
Councilman Springer reported that the Parks Committee has reviewed an agreement for
professional services with Carver Engineering, City Attorney Neier has approved and
the committee recommends we accept it. Councilman Springer moved that Mayor McDowell
be authorized to sign the agreement. Seconded by Councilman Nystul. Motion carried.
Councilman Grainger moved to adjourn.
