THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M. MONDAY,
JUNE 4, 1984 IN THE COUNCIL CHAMBERS AT CITY HALL. -MAYOR MCDOWELL PRESIDED. COUNCIL-
MAN NYSTUL ABSENT. ALL .OTHER COUNCILMEN WERE PRESENT.

Councilman Saverud moved that the bids be referred to the Street & Alley Committee
with power to att. Seconded by Councilman Palmer. Motion carried.
ADDRESSING THE COUNCIL
Eloise Hill, representing property owners adjacent or in the vicinity of"Washington
Park, which is located at 6th Avenue W. N. and Washington Street, addressed the Coun-
cil with a request for improvements to the park. There is nothing in the park bxcept
a sign and one piece of playground equipment. -She stated that she has a list of 20
people who will donate plants, flowers, trees and shrubs and a Boy Scout Croup who
will assist with the work. Mayor McDowell referred the request to the Parks. -Committee.
The Parks Committee will meet Tuesday, June 12th at 4:00 P. M. with Mrs. Hill.
COMMITTEE REPORTS
SEWER & WATER
RESOLUTION #3527
Councilman'!Ruiz moved:to adopt Resolution 43527 a resolution to alter and amend the
plans and specifications of contract with Tri-Co Equipment,. Inc., Contractor, on
Kalispell Sludge Management Facilities - Schedule A, Project. Seconded by Councilman
Palmer. Roll call vote. All voted aye.
The Sewer & Water Committee will meet at 4:00 P.M. June 18th and 4:00 P. M. June 20th.
ANNEXATION
ORDINANCE #1044-
Councilman Manning moved second reading of Ordinance #1044)an ordinance to provide for
the alteration of the boundaries of the City of Kalispell by including therein, as an
annexation, certain real property to be known as Northwest Horizons Addition No. 160
to Kalispell, to zone said realty as RA-2 District and amend the City Zoning Map
accordingly, as amended from first reading. Seconded by Councilman Saverud. Roll
call vote . All voted aye.

MERIDIAN ADDITION ZONING
Councilman Manning explained that administrative planning procedures and city ordinance
are contradictory regarding zoning changes. The Meridian zoning proposal should have been
submitted to the City Council, who shall refer said proposed amendments, supplementations
or modifications to the Zoning Commission, in accordance with Section 6.13 Appendix B of
the Kalispell City Zoning Ordinance. Councilman Manning stated that the 12 item criteria
on each proposed zone be addressed and that a land use.change was probably in order..
Councilman Manning moved to refer said. proposal back to the. Zoning Commission to consider
all the facts relative to the proposal. Seconded by Councilman Springer. Motion carried.
Another public hearing was scheduled fo-j�.-Ju.ly .16th.
HELLER ZONE REQUEST
Councilman Grainger stated that the request was not in order because the request and
petition are the same as submitted in 1982, which wad denied by the Council.
Councilman Grainger moved that the request be.sent back to FRDO. Seconded by Councilman
Schindler. Motion carried. Councilman Grainger was critical of FRDO Di- rector Verma for
presenting it to the Council in this manner. City .Attorney Neier to write an opinion
on the request.
STREET & ALLEY
Councilman Palmer had no report.
Street & Alley Committee will meet at 4:00 P.M. Wednesday, June Gth.
SAFETY
ORDINANCE #1045
Councilman Schindler moved first reading of Ordinance ##1045 an ordinance to amend the
parking ordinance to -prohibit parking'60' on the east side of 3rd Avenue List at 3rd
Street. Seconded by Councilman Saverud. Roll call vote. All voted aye.
PARKS
Counci.lman'Springer reported that an agreement has been prepared for the summer City
Tennis Program which is more satisfactory than; -.anything in the past. This agreement
calls for an accounting of funds on or before September 1, and provides that the bank
account is subject to City review.
Councilman Springer moved that Mayor McDowell be authorized to sicht the agreement.
Seconded by Councilman Grainger. The City will pay two of the tennis assistants and
the director will pay two assistants from tennis fees.. Motion carried.
CITY DEVELOPMENT
Councilman Saverud repgjpted that auditors with the State Department of Commerce monitored
the Community Development Office books and were very complimentary. A written report
will be submitted to the Council.
EMPLOYMENT
Councilman Grainger announced that Councilman Springer has been appointed negotiator for
wage contracts and will begin meetings next week.
Councilman Grainger reported that he has been working on a new insurance policy for this
year and there might possibly be some deletions."
FINANCE
Councilman Ruiz reported that the Finance Committee reviewed the claims and moved that
all claims for May found to be in order be paid. Seconded by Councilman Grainger.
Councilman Palmer asked about a claim for the repair of two bicycles. Chief Stefanic
explained that these were two bicycles that had been found and not claimed, so were re-
paired and are now used by the police for patrol. Total claims for the month are in the
amount of $489,312.00. Motion carried..
MISCELLANEOUS
Councilman Springer thanked the Mayor and Council for their patience during his absence
while campaigning. Tomorrow is Primary Election Day.
Annexation Committee will meet at 4:00 P.M. on June 13th.
A hearing on the Wastewater Treatment Plant suits will be held before Judge Salansky
at 1:30 P. M. June 12t_h.
Councilman Grainger moved to adjourn. Seconded by Councilman Palmer. Motion carried.
