THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M. MONDAY,
APRIL 2, 1964. MAYOR MCDOWELL PRESIDED. COUNCILMAN SAVERUD ABSENT. ALL OTHER COUNCIL-
MEN WERE PRESENT.
APPROVE MINUTES
Page 182, under Sewer & Water Committee, amended to read "from the date of the letter".
Councilman Nystul moved that the minutes of the regular meeting of March 19, 1984 be
approved as corrected. Seconded by Councilman Grainger. Motion carried.
PUBLIC HEARING - Planned Unit Development
Mayor McDowell informed the public that this concerns an.amendment to the Zoning
Ordinance to add Planned Unit Development. There were no proponents or opponents
from the audience.
Public Hearing declared closed.
Councilman Manning informed the members of Council that the changes requested pre-
viously by Councilman=Saverud have been incorporated into the ordinance drawn by
City Attorney Neier, but have not been reviewed by the Annexation Committee. Re-
ferred back to committee for discussion at 4:00 P.M. Friday, April 13th.

No one appeared to address the Council.
COMMITTEE REPORTS
PARKS
AIRPORT LEASE
Councilman Springer reported that copies of the Airport Lease drawn by the Association
legal counsel have been given to all members.
There are parts of the language that are nat:acceptable.
Councilman Palmer movddt.to refer to #hh.'Eouncil as a whole and City Attorney Neier.
Seconded by Councilman Grainger. Motion carried.
AIRPORT CONSTRUCTION LETTER OF CREDIT
Councilman Springer moved to accept a Lceftgk%.of Credit security in the Airport Con-
struction, subject. to approval by the Contractor. Seconded by Councilman Nystul.
The statute requires either a bank draft, money order,ocommercial bond, etc. If the
Letter of Credit is not acceptable to the Contractor, he can get a commercial bond.
The Letter of Credit was : written by City Attorney Neier and adequately protects
the City'._. Question called. Motion carried.
SWIM POOL
Councilman Springer announced that the Parks Committee will reconvene on April 11th on
the pool issue. We have until the 15th to prepare our wording for the ballot issue.
If a special meeting is required to.;.meet the time frame, one will be called.
EMPLOYMENT
Councilman Grainger had no report.
FINANCE
Councilman Ruiz reported that the Finance Committee met today and reviewed the March
claims and moved that all those found to be in order be paid. Seconded by Councilman
Grainger. Motion carried.
Councilmen Ruiz and Palmer announced.that the combination,Street & Alley and Finance
Committee meeting has been postponed from April 4th to April 10th to allow Finance
Director Swanson and Director of Public Works Hammer more time to prepare their
solution to the shop problems.
SEWER,,& WATER
Councilman Nystul announced that the notice of public hearing on the sewer and water
rate raise has been enclosed with the March billing for the west side and April bil-
ling will contain notice of the hearing for the east side.
The new water line is being constructed at the Golf Course and will cost less than
anticipated - approximately $16,000.00.
North Valley sewer line is being constructed ?VOm Main to Arizona, at a cost of $23,000.00.
Next week, the TV camera will inspect the line from Washington to Nevada Streets to see
if a new line is necessary.

ANNEXATION
ORDINANCE #1042
Councilman Manning moved first reading of Ordinance #1042 an ordinance to provide for
the alteration of the boundaries of the City of Kalispell by including therein, as an
annexation, certain real property to be known as "Heritage Health Center Addition No.
161"; to zone said realty as "Residential -Apartment, RA-1" district and amend City
zohing map accordingly. Seconded by Councilman Palmer. Roll call vote. All voted aye.
STREET & ALLEY
ORDINANCE #1040
Councilman Palmer moved second reading of Ordinance #1040 an ordinance to prohibit
vehicle parking on the north side of Center Street from Fifth Avenue West to Fifth
Alley West. Seconded by Councilman Schindler. Roll call vote. All voted aye.
ORDINANCE #1041
Councilman Palmer moved second reading of Ordinance #1041 an ordinance to amends Section
17-93, Kalispell City Code, to provide for a penalty of five dollars for parking in
violation of the parking ordinance. Seconded by? Councilman Schindler. Roll call
vote. All voted aye.
Councilman Palmer announced that his committee, in conjunction with the Finance Com-
mittee, will discuss transfer of funds to cover $60,000 deficit in Central Garage Fund;
procurement officer and mandatory City vehicle maintenance.
SAFETY
Councilman Schindler announced a meeting of the Safety Committee at 4:00 P. M. Thursday,
April 5, 1984 to discuss high band radio,:systems for the Fire and Police departments.
Councilman Schindler apologized for not taking it to committee first, but an emergency
situation exists at the intersection of Third Avenue East and Third Street. Vehicles
are parking so close on the east side of the avenue north of the intersection that
vehicles approaching from the east have no visibility without pulling out to the center
of the avenue. This creates a serious safety problem.
After discussion, City Attorney Neier was directed to draw an ordinance to prohibit
parking at the intersection for about 40' or two car lengths.
MISCELLANEOUS
LICENSE & PERMIT BONDS

Councilman Grainger moved that all license and permit bonds reviewed,'by the City Attorney
be accepted. Seconded by Councilman Nystul.
Councilman Palmer announced a meeting of elected officials for April 7th in Coeur d'
Alene. .Cost is $15.00 per person and includes some meals.
Councilman Nystul announced the Sewer & Water Committee will not be meeting for the
next two Mondays.
Councilman Grainger moved to adjourn. Seconded by Councilman Palmer. Carried.
Meeting adjourned at 8:00 P. M.
