PUBLIC HEARING ON ISSUANCE OF INDUSTRIAL REVENUE BONDS
We, the undersigned, being all of the members .of the City Council, do hereby
waive notice of the date and purpose of the S.p6d1al Meeting of the City Council
to be held Monday, January 9, 1984 at 7:30 P. M. in the Council Chambers at
City Hall and consent to the transaction of the above and any other business
that may properly come before the City Council..., .

Councilman Saverud explained that a public hearing was held on September 12, 1983;. on
the issuance of $10,000,000 Industrial Revenue Bonds to Glacier Park Company for the
same project (downtown mall). Subsequently: the requestwas approved by the Council.
At,that time Mr. Neil Hartman, representative of Glacier Park Company, stated that there
was a possibility that a partnership might be formed. ,Because a partnership has been
formed between Barbieri_;Hospita.lity, Inc. and Glacier Park Company, and because it is'a
new year, the City Council -by Resolution No. 3507-adopted on December 19, 1983, called a
new public hearing for January 9, 1984, on behalf of Kalispell Center, Ltd. Amount of
the issue is still $10,000,000.00.
Councilman Saverud introduced Mr. Don Barbieri, representative of the partnership. M'.
Barbieri was very enthusiastic about the proposed downtown mall -project because of the
success of their recent construction of Riverpark Square, downtown mall in Spokane.
About a year ago, a major tenant asked if they.wou.ld build a mall in Ka_lispel_l.. They
discussed the potential fbr.a major project with major tenants with_•BNRR.. If all the
pieces fit together,.the partnership will be formed and the mall will become a reality.
Mr. Barbieri explained that .if they do not use IRB., the project could still be completed
but with the extra interest on a regular loan, the rent .might be prohibitive. If the
rent is reasonable, they are looking at local, regional and national tenants.
Mr. Barbieri state.d'that it is his opinion that the Inland Northwest is on the verge
of a terrific and outstanding tourism. Mentioned were some of the forthcoming conven-
tions and tours for.the 'Northwest.
Mayor McDowell asked' for proponents.
:Director of City Aeveaopment, Ed Gallagher, stated that the firm of Gaodale and Barbieri
assume all ob.ligati,on'.for payment of the bonds. Because'of the addition of a Cavanagh
Motel, the total prQje.et will increase from $15,5000,000 to $17,.000,000. The UDAG re-
quest. is coedit .o.nal' upon:.the issuance of these bonds and must be in. the H(JD. office by
January 13th. .
Dale Haarr, Haarr bro's..':.Clothing, stated.that the.vast majority of downtown. -retailers
are definitely i.n,.favor.of-the project.

Re: Downtown Shopping Mall
To Whom It May Concern:
The Building and Construction Trades Unions of Weste-n Montana
suppatt and endorse the new planned shopping mall in Kalispell.
It is a known fact that a large number of valley residents
journey to Missoula to do their shopping. A facility such as
the one planned.would certainly enhance the area.
Our major concern is that local building materials be used when
possible. Also of concern is that construction workers and
future employees be Flathead area residents, and not those
brought in from out of state. We feel that the valley has
an adequate labor force, particularly with the high unemployment
rate that currently exists. (Continued)
