12/19/83 City Council Minutes157. THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD IN THE COUNCIL CHAMBERS AT CITY HALL AT 7:30 P. M. MONDAY, DECEMBER 19, 1983. MAYOR McDOWELL PRESIDED. COUNCILMEN GRAINGER AND ZAUNER WERE ABSENT. ALL OTHER COUNCILMEN PRESENT. APPROVE MINUTES Councilman Palmer moved that the minutes of the regular meeting of December 5, 1983 be approved with the following correction: pages 155-156, under discussion on gar- bage cans, the addition, "Councilman Palmer asked if the union had submitted a for- mat written document on the complaint to Superintendent Clements and the reply was "no"." Seconded by Councilman Vidal. Motion carried. CITY OFFICIAL REPORTS City Judge for November 1983 Police Chief for November 1983 Building Official for November 1983 Councilman Nystul moved that city official reports be accepted. Seconded by Council- man O'Boyle. Motion carried. ADDRESSING THE COUNCIL No one appeared to address the Council. COMMITTEE REPORTS COMMUNITY DEVELOPMENT Councilman Saverud stated that several weeks ago this Council passed a Resolution of Intention to issue �40:,,:O ,Q00&of industrial Revenue Bonds to the Glacier Park Company for financing a downtown mail and a public hearing was held. Glacier Paris Company and Goodale and Barbiari have now formed a partnership and the bond issue will now be 1984, so it is necessary to hold another public hearing. Because the HUD office• -will be reviewing the application on January 13th and because we cannot get the notice published three times before our nekt..regular metfzng, we:must hold a special meeting. RESOLUTION #3507 Councilman Saverud moved to adopt Resolution #3507 a resolution of intention to issue $10,o(',a,-DOC of Industrial Revenue Bonds for the purpose of financing a downtown mall and setting the date for a public hearing at a special council meeting on January 9th. Seconded by Councilman Nystul. Roll call vote. All voted aye. SAFETY No report. SEWER & WATER Councilman Ruiz had no report. FINANCE Councilman Nystul reported a Christmas card from our summer intern, Chuck Stearns, with greetings to Gary, Bill, Mayor, Council and all. His thesis is tentatively titled, :"_".Revenue Powers of Self -Government Units -Constitutional Intent and Realization". Our Audit report will be available within a few days. ANNEXATION Councilman Palmer explained that unless we adopt a policy on Extension of Services we cannot by statute annex islands. He urged the Counoil members to review the 53 page document and the information on PUD so that these itens can be adopted by the Council before some of their offices terminate. Councilman Palmer and Councilman Rniz set 400 P..M.Wednesday, December 21st as the time for.,a joint meeting of the Annexation and Sewer & Water Committees. Councilman Palmer reported that the Emma McCartney alley vacation will be refer- red back to the Street & Alley Committee as there are some problems. STREET & ALLEY Councilman O'Boyle had no report. 158. PARKS Councilman Vidal had no report.
