I Mayor McDowell presided. Councilman Zauner absent. 'All other Councilmen were present. Councilman Ruiz reported that two bids were received: one from Sandon Constructidii Company in the amount of $30,995.00 and one from Lenz'Construction for $40,151.00 ,Both were above the $25,000.00 appropriation. He stated that the Golf Association was willing to allocate'the difference. Councilman Ruiz moved to'accept the low bid of Sandon Construction with the Golf Association picking up the $5,995.00 difference of the budgeted $25,000.00 Revenue Sharing funds. Seconded by Ciunc3lmari :'Palme"r. 127. Councilman Vidal reported that the Parks Committee had adjourned without making a final recomzendation. Councilman Nystul asked how Revenue Sharing would be affected: if we pay the full bid amount,,that account would be over the alloted amount and another department may have to be reduced accordingly. He stated that we are looking at a transfer from a portion of Revenue Sharing and other funding proportionately. City Attorney Neier stated that there is a provision that Council approval would be needed to transfer funds from one general classification to certain other classifications, such as salaries, maintenance, capital outlay. He stated that at present he knew of no reason why we could not pay the difference. We could enter into a three way contract with City, Golf Association and contractor. The contractor would have to be bonded for the City amount. City Attorney Neier said that although thus far he has only looked into the handling of reclassification, he felt that the safest way for the Council to award the bid would be to state that the Golf Association would be liable for so much and the -City liable for so much so that we would not be obligated for any more. Councilman O'Boyle asked about cost plus, stating that no doubt there would be an add - on, and if so, who would be responsible for that? Councilman Vidal stated that the committee meeting extended into time set for the Special Meeting without the proper financing question being resolved. She said she did not want to hold the project up but felt that if the motion was voted and passed now, we would be committed without a clearly understood agreement concerning the financing. City Attorney Neir stated that if the contract were awarded to the lowest bidder, he cannot see where a violation could exist. Councilman Saverud felt that if action is passed, an agreement should be reached with the association that it would be contingent upon their paying the balance and any other charges that may occur in the project, as the budgeted $25,000 is the City's maximum expenditure. Councilman Ruiz declared that the Association could not handle the cost if a larger ex- penditure is discovered during the course of construction - the facility is City owned. Councilman Vidal asked for a breakdown of golf course revenues during the last year for some idea as to budget capacity. Councilman Ruiz indicated that they were budgeted for $797,000 total income; there is r an anticipated $694,000 in expenses and hoped for pear $102,000 at the end of October for capital improvement. The Golf Course is on an October to October fiscal year. Actual income received as of July 31 is $370,931. An excess of 60 people are employed; payroll alone is in excess of $40,000 a month. As of July 31, the Association had 106,000 in the bank, for a total of $170,000 in cash and savings. The Capital Improve- ment Fund could obviously carry the difference in the project. Councilman Saverud agrees that it is a city facility and needs to be maintained, but his basic concern is larger than the project as he is more concerned with the City budget. Because of some sizeable salary increases this year, we cannot anticipate the salary budget at this point. Revenue Sharing may be needed for emergency budget for salaries. He would rather see the project considered in the spring when the year end situation is better known. From a fiscal point of view, he feels nervous about sup- porting the project at this time. Councilman Nystul commented on receiving only two bids. Councilman Grainger felt this was because of bondings, and explained that bonds are tied up until projects are com- pleted. If this project is postponed until spring, bonds would be held up that long. Councilman Ruiz stated that the problem has to be addressed sooner or later and asked that the Council do or not, but don't procrastinate. Councilman Vidal expressed concern about the way this is being handled and moved to table until all the facts are in order and the mechanics worked out, hopefully for the October 3 regular meeting. Discussion followed regarding budget problems, the 5 year lease, the possibility of the Association being liable for potential over -runs. Councilman Vidal expressed understanding the need to have the work done soon with weather considerations, but said that she was uncomfortable because the salary ordinance has not; - yet been finalized. 1, 28 . Councilman Ruiz stated that he felt this project was being singled out for budget, -,woes and compared this expenditure to others being borne this fiscal year, such as Burling- ton Northern, purchase of a new computer, -etc. Councilman Grainger suggested that if that was the ease, until wages are set, the Mayor should instruct all department heads that no expenditure for vehicles, anything, should be made without full Council review. Question called. Councilmen Nystul,'O'Boy-le, Vidal and Saverud voted aye to table the motion until the October 3 meeting. Councilmen Ruiz, Palmer and Grainger voted nay. Motion carried.
