W THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P,M. MONDAY, JANUARY 17, 1983 IN THE.COUNCIL CHAMBERS AT CITY HALL. MAYOR McDOWELL PRESIDED. ALL COUNCILMEN WERE PRESENT. APPROVE MINUTES Councilman Nystul moved that the minutes of the January 3, 1983 meeting be approved as presented. Seconded by Councilman Zauner, Motion carried. Councilman Grainger moved to refer the bids to,the Safety Committee with power to act. Seconded by Councilman Nystul. Motion carried. ADDRESSING THE COUNCIL Mayor McDowell made three calls for anyone wishing to address the Council, No one responded, COMMITTEE REPORTS COMMUNITY DEVELOPMENT Councilman Saverud had no report. SAFETY Councilman Grainger had no report. SEWER & WATER Councilman Ruiz had no report. FINANCE Councilman Nystul reported that the Finance Committee has discussed policy for garbage services. Suggestions have been put in writing and submitted to the departments who work with it. If there are no changes, the policy will be presented to the Council for adoption. On recommendation of the Finance Committee, Councilman Nystul moved that Oil Sprinkling and. Storm Sewer Assessments for South Meadows be abated on the 1982 tax notice, Seconded by Councilman Saverud. Motion carried, Councilman Nystul asked Mayor McDowell to attend the public hearing tomorrow being held by the Public Service Commission to determine if Pacific Power & Light will be permitted to raise the power rate to help pay for the abandonment of Washington Water Power's two nuclear plants and protest the raise. Councilman Nystul stated that he and Chief Stefanie discussed bicycle licenses, The.City has an ordinance providing for a license fee of 2S�. There are over 2,000 bicycles in the City and only 101 licenses were sold. The cost of licenses and receipt books is over $300,00. Councilman Nystul moved to repeal the ordinance. Discussion followed that Councilmen did not feel that repealing the ordinance was the entire answer. Councilman Nystul moved to direct the City Treasurer not to sell any more licenses. Seconded by Councilman Saverud. Motion defeated. EMPLOYMENT Councilman Zauner reported that Mr. Kenneth Brycson will be the fact finder for the impasse between the Fire Fighter's Association and the City, and will 'meet with them at 9:00 A.M. on January 19th. ANNEXATION RESOLUTION #3452 Councilman Palmer moved to adopt Resolution #3452, a resolution to alter the boundaries of the City of Kalispell to include Dry Bridge Park Addition. Seconded by Councilman u iG-,,,Roll call vote. All voted aye, Councilman Palmer announced a public meeting of the City County Planning Board and the Zoning Commission for January 25th at 7:00 P. M., at which time P.U.D. will be discussed, as well as regular business. RESOLUTION #3453 Councilman Palmer moved to adopt Resolution #3453, a resolution of intention to con- sider Kaltan Addition #153 for._annexation. Seconded by Councilman O'Boyle. Discussion on road right-of-way and the curve of Highway #2 being right at.that point. All Department heads and the State Highway Department have given their conditions for annexation. Question called. Roll call vote. All voted aye. The Annexation Committee will set a date for a meeting to discuss Kaltan and also the ordinance concerning townhouses. STREET & ALLEY Councilman O'Boyle announced a meeting of the Street 4 Alley Committee was held on January 1lth. Upon recommendation of the Committee, Councilman ©'Boyle moved to grant the request of FVCC to close First Street between Main and First Avenue East on January 26th between 8:00 A.M. and midnight for a snow sculpture contest. Seconded by Council- man Ruiz. Motion carried, I Also discussed was the side -arm garbage loader and contracting garbage pick-up to a private hauler. There will be a meeting with Evergreen Disposal with the possibility of working something out before the next regular Council Meeting. The Parking Commission will meet at 2:00 P. M. on Tuesday, January 18th. PARKS Councilman Vidal had no report MISCELLANEOUS Mayor McDowell announced a workshop for the Council at 7:30 P.M. January 31st. He asked the Committee Chairmen to present him with an agenda which can be put in letter form before the meeting. Motion carried. Councilman Palmer reported that the FRDO has prepared.subdivision regulations for Flathead County which will be adopted this month. The regulations will be placed in the Conference Room for anyone who.is interested, City Attorney Neier reported that the City asked for a temporary restraining order to keep the Internal Revenue Office from moving into Courthouse East. Judge Salansky denied the request. There will be a hearing at 2:00'P. M. on Wednesday, January 19, to see if Flathead County will be enjoined from letting the Internal Revenue offices move in. City Attorney Neier stated that before Flathead County establishes any more offices in Courthouse East, the City and the area residents have a right to know and to be heard. Y 7. Councilman Palmer reported that Pat King and Dan Black of the Daily Inter Lake has offered between 11 to 13 negatives of pictures of Maiii,Street reconstruction as it progressed. The Community Development Committee may want to have these pictures framed for their historical value. Councilman Vidal reported that there are new bridges in Woodland Park and Credit should go to former County Commissioner Joan Deist for help received from Flathead County. Mayor McDowell stated that he had been down to thank her for the assistance. Councilman Grainger moved to adjourn at 8:30 P. M, Seconded by Councilman Palmer. Motion carried.
