THE REGULAR MEWING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M. MONDAY,
JANUARY 3,' 1983 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR MCDOWELL PRESIDED.
ALL COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman. Nystul moved that the miznutes of the regular meeting of December 20,
1982 be approved as presented. Seconded by Councilman Grainger. Motion carried.
PUBLIC NEARING - Dry Bridge Park Annexation
There.weare no opponents to the Dry Bridge Park Annexation #152. Councilman Palmer
explained that the Zoning Commission did not have a quorum for their December
meeting, but will be meeting on January 11. At this meeting the area will be
zoned, the City has now held a public hearing and the annexation will formally be
through all channels by our next council meeting and ready for the first reading
of the ordinance.
PUBLIC HEARING - Special Improvement District No. 333
There were no opponents to levying and assessing a tax upon the property.
RESOLUTION #3450
Councilman Nystul moved second reading of Resolution #3450 a resolution levying and
assessing a tax upon all property in Special Improvement District #333 to defray the
costs of making the special improvements authorized therein. Seconded by- -Councilman
Ruiz. Roll call vote. All voted aye.
PUBLIC HEARING - Special Improvement District No. 335
There were no opponents to levying and assessing a tax upon the property.
RESOLUTION-#3451
Councilman Nystul moved second reading of Resolution #3451 a resolution levying and
assessing a tax upon all property in Special Improvement District #335 to defray
the costs of making the special improvements authorized therein. Seconded by
Councilman Vidal. Roll call vote. All voted aye.
ADDRESSING THE COUNCIL
Mayor'McDowell made three calls for anyone wishing to address the council. No one
responded.
COMMITTEE REPORTS
PARKS
Councilman Vidal reported that there has been ice skating in Woodland Park since
last' Wednesday.
The BOR project on Dry Bridge Park was started this week.
COMMUNITY DEVELOPMENT
Councilman Saverud had no report.
SAFETY
Councilman Grainger had no report.
SEWER & WATER
Councilman Ruiz reported that the committee met, reviewed 5 proposals for the Hardy
Cross Water Study and awarded the project to Carver Engineering. Mr. Carver has
started the study.
FINANCE
Councilman Nystul reported that the committee met today and reviewed December
claims and moved that all claims found to be in order be paid. Seconded by Council-
man Zauner. Motion carried.

Councilman Nystul moved that Director of Public Works Hafferman be authorized to
call for bids for gas anci�Jelq�for a 6 month period covering February 1, 1983 to
July 31, 1983. Seconded by Councilman Palmer. Motion carried.

Councilman Zauner stated that he is in receipt of two grievances filed by the Kal-
ispell Police Association. The Council will go into closed session with City
Negotiator Johns immediately aftem the oouncil meeting.
There will be an �hployment Committee meeting at 4:00 P. M., Wednesday, January
Sth regarding the building department..

STREET & ALLEY
Councilman O'Boyle moved that Gary Overn be assistant street superintendent in the
absence of Bill Clements with no change pay rate. Seconded by Councilman Nystul.
Motion carried.
The Street & Alley -Committee, other member5of the council if possible, City Attorney
Neier and Surveyor Zavodny will meet at 3.45 P. M. Tuesday at Yellowstone and
Hawthorne to discuss a problem regarding 18;..letteT_ from Jim Scharen on some of his
property (Lot A of Porta Villa, Subdivision #2).

There will be eeting of'the Council asla whole, called by Councilman O'Boyle,
before the ne fcouncil meeting.
Councilman O'Boyle asked the council to sae thinking about a request from FVCC to
close First Street East between Main andliFirst Avenue from noon on January 29th until
midnight February 3rd. The College plans to do snow sculpting in front of Heritage
Hall in conjunction with the Whitefish Winter Carnival.
MISCELLANEOUS
Mayor McDowell reported a memo from the Lt. Governor, who is the Administration's
state -local relations liaison, stating they are scheduling regular meetings for
representatives and friends of local governments. Room 209 at the Capitol is
reserved every Friday at 3 P. M. for the meetings during the legislative regular
session.

Neier be accepted. Seconded by Councilman Saverud..._ Motion carried.
January 14th at 4:30 P. M. in the Conference Room is scheduled for a gaming license
hearing for The`-St'ockmans Bar.
GARBAGE
After discussion on garbage rates, Councilman Ruiz moved that no further refunds in
garbage assessments be granted until a written policy by the Council is established.
Seconded by Councilman O'Boyle. Motion carried.
Councilman Grainger moved to adjourn at 8:00 P. M. Seconded by Councilman Palmer.
Carried.

GAMBLING COMMITTEE
Present were Mayor McDowell, Councilman Zauner, City Attorney Neier, Asst. Chief
Hellman and Detective Hossack.
Mayor McDowell asked if there were any opponents to the application of David
Gayle Townsend, of Bigfork to obtain a gaming license for the premises at 123 Main
Street, Kalispell known as The Stockmen's Bar.
Hearing ,none, Councilman Zauner moved to grant the license. Seconded by City
Attorney Neier. Motion carried.
