SPECIAL MEETING
TO THE HONORABLE BOARD OF COUNCILMEN
CITY OF KALISPELL, MONTANA
GENTLEMEN:
There will be a Special Meeting of the City Council, Friday, September 3, 1982, at
11:45 A.M. in the Council Chambers at City Hall for the following purpose:
To Approve City Claims.
We, the undersigned, being all of the members of the City Council, do hereby waive
notice of the date and purpose of the Special Meeting of the City Council to be
held Friday, September 3, 1982 at 11:45 A.M. in the Council Chambers at City Hall
and consent to the transaction of the above and any other business that may pro-
perly come before the City Council.

THE SPECIAL MEETING .OF THE CITY COUNCIL WAS HELL? ON FRIDAY, SEPTEMBER 3, 1982 AT 11:45
A.M. IN THE CITY HALL COUNCIL CHAMBERS. COUNCILMAN VIDAL WAS ABSENT. ALL OTHER COUNCIL-
MEN WERE PRESENT. MAYOR McDOWELL PRESIDED-.
The purpose of the Special Meeting was for approval of City.bills as a quorum was -not
expected expected at the Regular Meeting scheduled for Tuesday, September 7,
Councilman Saverud moved that all claims audited and approved by the Finance Committee
be paid, Seconded by Councilman O'Boyle.

Councilman Palmer questioned one of the claims. This requested that expenses be
paid prior to two employees attending a training seminar. He asked if this procedure
were customary to approve payment in advance and questioned the possibility of plans
changing, such as an individual not attending the training.
Councilman Saverud stated that at this point the claim had been signed by only one
of the Committee members, and it was not included in the group for approval at this
time.
Councilman Ruiz advised that we have previously paid these accounts in advance and
if an employee is unable to attend the money is returned to us. He stated that when
expenses amount to $200-$300, it is quite a bit out of pocket, and that such advances
are a courtesy. Thus far, this practice has never been abused --if that ever occured
we would have to take another look at this procedure.
All Councilmen voted aye. Motion carried.
Mayor McDowell announced an Annexation Committee meeting immediately following the
Special Meeting.
The Regular Meeting of September 7 will be as scheduled, bids will be read, then
the meeting will be recessed until September 13, per Mayor McDowell,
Councilman O'Boyle asked who would be attending the League of Cities & Towns convention
September 8, 9 and 10, and who would be named as Acting Mayor during this time. It
was decided that Councilman Saverud would act in this capacity. Councilman O'Boyle
stated that this should be indicated in the minutes,
Councilman Palmer moved that Councilman Saverud be appointed as Acting Mayor.
Seconded by Councilman 0' Boyle.
Councilman Zauner moved that the meeting be adjourned, seconded by Councilman
Grainger.
