City Attorney 'Meier explained thestatutory,procedbxes in order to assess cost of Eagles Lot-.i.-The.'first order of business is for publication of the Annual Statements Estimates of Expenses of Special, Parking District No. 1; Period July 1, 1981 to June 30.,-1982.. We n are late with starting the procedures and council approval is needed today. The Daily Inter Lake will publish -tomorrow if approval is granted. Finance Director Swanson presented the following report which will be published: Netice of Annual statements & Estimates of Expenses of Special Parking District Naa 1, Period July 1, 1981 to June 30, 1982. Marjorie Giermann City Clerk. -'treasurer Pub. date: 1 1 1 Councilman Palmer noted that the first payment is not within the time frame and should not be included in this publication. The agreement'is to pay the first payment at the end of the purchase. He added that he would have liked the Parking Commission to review the notice. Councilman Palmer moved that with the reduction of the first semi --annual payment, the notice be published. Seconded by Councilman Saverud. Motion carried. Eagles Lot Purchase Payments total is now $38,928.13; Total Expense:, is now $48,529.54; Net Revenue is now ($26,753.56). ADDRESSING.THE COUNCIL John M. Heller, 230 4th Avenue West, addressed the Council with a request for reconsid- eration for the zone change request which was denied at the last council meeting. He stated he sensed that several members of the Council thought he was trying to deceive them. He explained that he made application before receiving the building permit; made no secret that it was to be an office building; had bought the building and had a deadline to move it, so had run the foundation and was sorry for the chain of circumstances. The vote was 4 to 3 and he felt if the Council knew more about it they would reconsider favorably. Councilman Palmer stated he had looked at the property, exits, entrance and walkway and would show diagram to the Council. Councilman O'Boyle asked what the formality is for bringing the request back to the Council.. City Attorney Neier stated he has -sent for two similar cases and v�19en_ �ceiv� dd, will write a legal opinion. It might be required to readvertise the public hearing. Councilman Grainger and Saverud agreed to discuss the request at the Safety Committee meeting next Tuesday. Councilman. Zauner reported there are some problems with signs in the alleys and on the sidewalks from merchants on Main Street who are trying to help people find their way during construction. Mayor McDowell stated he would try to have a policy worked up by next council meeting. Councilman Saverud expressed his concern for the safety of pedestrians during Main Street reconstruction. He felt if the crosswalks were painted, the motorists might show more concern. At present vehicles seem to be exceeding the 25 mile per hour speed limit. Chief Stefanie stated that it is a good policy to go to the intersections that have traffic lights for crossing. He has beefed up patrols on First Avenues East and West; especially patrolling the intersection at the Post Office; Eirst'Avenue East around Depot Park and 6th Street which is one way and being used for cross town traffic, The Safety Committee meeting was rescheduled for 4:00 P. M. Tuesday, June 29th.. Annexation Committee will follow at 4:30 P. M. The Parks Committee will meet at 3:00 P. M. Monday, June 28th to discuss Dry Bridge Park. Councilman Grainger moved to adjourn.
