SLUDGE INJECTOR BIDS
Councilman Granmo moved to reje ct the bids of both Ag-Chem Equipment Company, Inc.
and Rickel Manufacturing Corporation..- Seeonded .by.-Couneilinarl Daley.
Discussion followed as to reasons for the rejection. Rickel Manufacturing Corporation
gave credit for the trade-in of the Big-A3500 which is now being operated by the City,
and their bid was in the amount of $44,683.00. The bid was in error because we only
1
lease, and do not own, the Big -A. Our present Big-Aj:is sold as of July 1, 1981.
Paul Stokes of -Stably Engineering, telephoned Rickel and initially they said that
the bid was O.K. Later they called back and said it was a mistake, unless we. paid
the balance owing on the machine. We are unable to do this because EPA would not
help with the funding. Mr. Stokes is attempting to get EPA funds for 75% of the
cost.
Director of Public Works Hafferman stated that the machines are equivalent, but he
recommends the bids be rejected and re -advertised for the -following reasons: 1)
If the bid is awarded to Rickel and they forfeit, they will also take possession
of our Big -A on July lst and we will be without an injector during the hot weather;
2}_ There is insufficient information to award the bid..
Mr. Stokes stated that the machines are different in some ways and he would recommend
that that the bids be readvertised and the specs written to cover both machines.
Council agreed with this recommendation. Question called. Motion carried.
Minutes approved as presented July $, 1981.
