THE REGULAR MEETING OF THE KALISPELL CITY
FEBRUARY 16,1981 IN THE COUNCIL CHAMBERS
COUNCILMEN WERE PRESENT.
COUNCIL WAS HELD AT 7:30 P.M. MONDAY,
AT CITY HALL. MAYOR HAPP PRESIDED. ALL
APPROVE MINUTES
Councilman Daley moved the minutes of the regular meeting of February 2, 1981 be approved
as presented. Seconded by Councilman Smith. Motion,carried.
CITY OFFICIAL REPORTS
City Treasurer for December, 1980.
Police Chief for January, 1981.
City Court for January, 1981.
Councilman Granmo moved that the City official's reports be accepted. Seconded by
Councilman O'Boyle. Motion carried.
ADDRESSING THE COUNCIL
Candy Dasenbrock, 576 Second Avenue W.N., President of the Steering Committee for Further
Nursing Education, addressed the Council with a request for support -of a 2 year R.N. course
through FVCC, Flathead Regional Hospital, North Valley Hospital, Bigfork Nursing Home and
the Lutheran Home.
After discussion as to cost, which will be borne mainly by tuition, the need for more
nurses, and other considerations, Councilman Smith moved to send a letter to the Steering
Committee stating the Council of the City of Kalispell is in favor of supporting the course.
Seconded by Councilman Daley.
Councilman Ruiz spoke against the motion. 'He stated that the college is talking about
cutting courses because their funding is being cut and he is afraid that it will become a
burden to the Flathead taxpayers to add this course.
Question called. Councilman Ruiz voted no. Motion carried.
COMMITTEE REPORTS
FINANCE
Councilman Ruiz reported that the Finance Committee met and moved that the Council accept
the bid for the Daily Inter Lake for legal advertising for one year. Seconded by Council-
man Saverud. Motion carried.
Councilman Ruiz reported that he met with Jim Oberembt, Don Halver, State Auditors,
along with Mayor Happ, City Attorney Donahue, Finance Director Swanson, Treasurer Bruch
and City Clerk Giermann for an exit meeting on the audit. Copies of the audit will be
available and distributed to Council members in the near future.
ANNEXATION
ORDINANCE #970
Councilman Smith moved second reading of Ordinance #970, an ordinance to amend Ordinance
#961 to provide that "Alcoholic Beverage Distributor and Retail Sales" be permitted use
in C-1 zone and that "Air Conditioning, Heating and Sheet Metal Sales and Contracting"
be permitted use in C-3 zone. Seconded. by Councilman Saverud. Roll call vote. All
voted aye.
ORDINANCE #971
Councilman Smith moved second reading of Ordinance #971, an ordinance to amend the zoning
ordinance to include therein a new zoning district to be designated as "Residential R-5S"
to establish minimum lot size, to limit establishment of such districts to new subdivisions
of five acres or more only and to provide for minimum area for single family residences.
Seconded by Councilman Zauner. Roll call vote. All voted aye.
P ARKS
Councilman Daley reported that he has talked to the school district and Flathead County
to see if they are interested in a co-op swimming pool, but met with no success. He
added that there is a group called the Kalispell Chamber of Commerce Task Force, who
would like to construct a huge -recreation facility which would include indoor swimming
pool, hockey rink and other recreation as well. He has joined their group, which will
meet once a week for the next six weeks. The next meeting is at the Linderman School
and all interested persons are welcome.
STREET 4 ALLEY
Councilman O'Boyle reported that he met with the Highway Traffic Safety Committee on
January 21st. There were about 50 persons there, including Fire Chief Doty and Police
Chief Stefanie, who were concerned with Trinity Lutheran School. The prime concern was
the removal of the 4-way stop at Fifth Avenue West North and Wyoming Street. Representa-
tives of the Urban Highway System will check on the stop signs and the speed at the school.
Councilman O'Boyle reported that. the Flathead Safety Council met February 9th. The
Council has purchased a film, "Baby-sitting", which is available at the Library and can
be used by fire and police departments, schools, etc. Susan Newton, a 4-H girl will work
with the film, which teaches young people safe baby-sitting.
On February loth Councilman O'Boyle and Councilman Saverud chaired the Parking Commission
meeting. The issue was a request by the Parking Commission to do away with parking meters.
A report will come from the Parking Commission.
At the request of the Post Office, the alley in the 300 block between First and Second
Avenues West has been changed from one-way south to one-way north.
Councilman Smith stated that since the change traffic is backed up, causing congestion
and long waits.
CITY DEVELOPMENT .
Councilman Saverud had no report.
SEWER & WATER
Councilman Granmo reported that the bid for the a ton pick-up for the Water Department has
been awarded to Bob Meier Oldsmobile.
SAFETY
ORDINANCE #969
Councilman Grainger moved second reading of Ordinance #969, an ordinance to amend Ordin-
ance #952 to limit penalty in accord with State laws. Seconded by Councilman Saverud.
Roll call vote. All voted aye.
MISCELLANEOUS
Mayor Happ reported a memo from the Parking Commission requesting a 2 hour parking limit
on the parking lots south of the Eagles be enforced.
Councilman Daley stated that they have not gone far enough with plans.
Councilman O'Boyle questioned the legality of enforcing the 2 hour limit on those lots.
City Attorney Donahue stated that he questioned the legality of a 2 hour limit on un-
metered spaces.
Mayor Happ stated that she thinks they are asking for an ordinance so that it is legal.
Police Chief Stefanie stated that as far as turning the parking meters over to a private
company, it is doubtful that they could do anything we cannot do ourselves.
No action taken on request.

Councilman Saverud moved approval of License and Permit Bonds reviewed by City Attorney
Donahue. Seconded by Councilman Smith. Motion carried.
City Attorney Donahue reported that he has been contacted by electricians to take a look
at the bonding requirement as unreasonable. Some are licensed and some are not. Electrical
work is supervised and inspected by state personnel, not city, and there seems to be no
policing as to whom is licensed. They do not object to our license fee of $25.00, but do
object to the premium payments on bonds. No one has ever filed a claim against an elec-
trical contractor.
Mayor Happ asked Councilman Grainger to call a meeting with the Finance Committee and
review the problem.
Boy Scouts Jim and Jerry Turner and Gordy Galloway visited the Council meeting.
Councilman Grainger moved to adjourn. Seconded by Councilman Daley. Motion carried.
