FEBRUARY 2, 1981 IN THE ODUNCTL CHAMBERS AT CITY HALL.. MAYOR HAPP PRESIDED, ALL
COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman Daley approved the minutes of the regular meeting of January 19, 1981 be
approved as presented. Seconded by Gouncilman Zauner. Motion carried.
Councilman Smith approved the minutes of the special meeting of January 26, 1,981 be
approved as presented. Seconded by Councilman Granmo. Motion carried.
OPEN BIDS
LEGAL ADVERTISING
Daily Inter Lake - 93% of the code prices established for the period of
one year from February 1, 1981 to January 31, 1982.
Councilman Smith moved the bid be referred to the Finance.Committee with power to act.
Seconded by Councilman Saverud, Motion carried.

Councilman Grainger moved the bids be referred to the Sewer & Water Committee with power
to act. Seconded by Councilman Smith. Motion carried.
ADDRESSING THE COUNCIL
Kristen Keller, representing Hockaday Art Center, requested permission to place a sign
board, 81 high by 2S' wide on the First Federal Savings & Loan parking lot at First Avenue
West and Main Street. The sign will list coming events at the Center. It will be made
of plywood and bolted in cement.
Councilman Saverud moved the request be granted with the condition that it be approved
by Police Chief Stefanic as to placement on the lot. Seconded by Councilman Smith.
Motion carried.
John York, of 816 First Avenue West, addressed the Council concerning the request by
Flathead County Commissioners to obtain the Courthouse Park area for a new building.
The following petition, signed by 173 property owners, was filed with the City Clerk:
"We, the undersigned residents of the City of Kalispell, do hereby
petition the Kalispell City Council to refrain from taking any action
which would cause the City parks, immediately to the east and west of
the existing County Court House, to be used for purposes other than
that for which they were originally intended by the grantors who
deeded the property to the City of Kalispell in August 1903."
Mayor Happ told Mr. York that before any action is taken, it will be considered at a
public hearing.
PUBLIC HEARING
ORDINANCE #970
Hearing no opposition, Councilman Smith moved first reading to enact Ordinance #970, an
ordinance to amend Ordinance #961 to provide that "Alcohol Beverage Distributor and Retail
Sales" be a permitted use in C-1 zone and that "Air Conditioning, Heating and Sheet Metal
Sales and Contracting" be permitted use in C-3 zone. Seconded by Councilman Saverud:
Roll call vote. All voted aye.
PUBLIC HEARING
ORDINANCE #971
Hearing no objections, Councilman Smith moved first reading to enact Ordinance 9971,
an ordinance to amend the Zoning Ordinance to include therein a new zoning district
to be designated as "Residential R-SS", to establish minimum lot size, limit estab-
lishments of such districts to new subdivisions of five acres or more only, and to
provide for minimum area for single family residences therein. Seconded by Councilman
Saverud. Roll call vote. All voted aye.

1. 60 feet on west side of Fourth Avenue West where
Seventh Street intersects with Fourth Avenue West,
directly in front, and including the sidewalks, of
the main'gym foyer.
2. A 20 foot lane in the parking lot traveling north
along the sidewalk beside the tennic court to the
main entrance foyer of the gym, including the
sidewalks.
3. Approximately 20 feet in front of the south entrance
to the gym in the parking lot,

Police Chief Stefanie reported that beginning next week a new program called "Crime
Stoppers" will be in effect. It is a formulation of voluntary citizens who will
establish a monitoring system to help stop crimes on a reward system. There will
also be a facet of public information on a non -rewarding basis. The idea started
in Albuquerque, New Mexixo, and was established in Missoula about three weeks ago.
It seems to be working very effectively. The program involves Whitefish, Columbia
Falls, Lakeside, Bigfork and the office of County Sheriff. The Board of Directors
consists of -14.persons with Mr. Bill Astle as president.

Mayor Happ congratulated the Police Department for solving the recent crimes
of burglary and the Fire Department for their work on the Emerild Auto fire
using the new ladder truck.
SEWER & WATER
Councilman Granmo had no report.
CITY DEVELOPMENT
Councilman Saverud congratulated Ed Gallagher, Director of Community Development,
on his appointment as a member of the National Association of Housing and Re-
development Officials, both regional and national.
Councilman Saverud moved that Director of Public Works Hafferman be authorized
to call for bids for the demolition of the old City Hall, with bid opening
March 2nd, with two alternate ways of bidding: to demolish old City Hall or
to demolish old City Hall and the annex. Seconded by Councilman Zauner.
Motion carried.
Councilman Saverud asked that the old records in the building be moved to the
basement of new City lull.
STREET 4 ALLEY
Councilman O'Boyle moved that Director of Public Works Hafferman be authorized to
call for bids for four traffic counters, 1 control panel and I battery charger.
Seconded by Councilman Daley. Motion carried.
Mayor Happ stated that a petition to remove all parking meters has been given
to Councilman -!O'Boyle. Councilman O'Boyle suggested that the Street and Alley
Committee meet with the City Development Committee, several business people,
the Parking Commission and the Police Department,
PARKS
Councilman Daley had no report.
City Attorney Donahue reported that the City has completed acquisition of the
Dry Bridge Pa�tk, sent the names of 4 appr aisers,of which the BOR will select
one or more to appraise the area, then will take the next step to obtain the
grant.
EMPLOYMENT
Councilman Zauner reported that Shop Foreman Biggs has left City employment for
better employment in Spokane and the position is advertised to be filled.
ANNEXATION
Councilman Smith had no report.
FINANCE .
Councilman Ruiz reported that claims for January has been reviewed and moved they
be paid. Seconded by Councilman Daley. Motion carried.
MISCELLANEOUS
Mayor Happ read a letter from the past President of the Kalispell Chamber of
Commerce thanking the City for their past cooperation and asking for future good
relations with the new President, Larry Lee.
There will be a CAB meeting in Columbia Falls:at 10:00 AM Wednesday, February 4th.
On Thursday, February Sth, Mayor Happ, several Councilmen, City Attorney
Donahue, Director of Public Works Hafferman and former Mayor, Tom Flynn, will
be in Helena to attend the PSC meeting on proposed regulations.
Mayor Happ will also be in Helena on Friday, February 6th to attend a meeting of
the League of Cities and Towns.

Discussion was held concerning the elected position of City Treasurer. City Attorney
Donahue explained that the Montana Code states that the duties of a city treasurer can
be performed by a finance director, a treasurer or clerk -treasurer, and be appointed by
the Mayor with approval by the Council, rather than by election. Councilman O'Boyle
moved the intention to abolish the elected office of Treasurer of City of Kalispell.
Seconded by Councilman Zauner. Motion carried.
Mayor Happ referred the.s:ubject to the Finance Committee for a decision on organiza-
tion and report back with a recommendation.
The exit conference for the recently completed State Audit will be held at 3:30 P.M.
on Wednesday, February llth.
The next regular meeting of the City Council will be held on February 16th, even though
it is a holiday.
