02-08-21 City Council Work Session MinutesCITY COUNCIL KCMOF WORK SESSION MINUTES ALISPELL February 8, 2021, at 7:00 p.m. This meeting occurred via video conferencing to provide an environment that complied with the Governor's Phase II COVID-19 Directive. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. Mayor - Mark Johnson: Present via video conferencing Council Member - Kari Gabriel: Present via video conferencing Council Member - Sandy Carlson: Present via video conferencing Council Member - Sam Nunnally: Present via video conferencing Council Member - Chad Graham: Present via video conferencing Council Member - Kyle Waterman: Present via video conferencing Council Member - Ryan Hunter: Present via video conferencing Council Member - Tim Kluesner: Present via video conferencin Council Member - Sid Daoud: Present via video conferencing Staff present in the City Hall Council Chambers included City Clerk Aimee Brunckhorst, Public Works Director Susie Turner, Senior Engineer Keith Haskins, and Parks and Recreation Director Chad Fincher. Present via video conferencing was City Manager Doug Russell. B. DISCUSSION ITEMS 1. Kalispell Multi- Use Regional Stormwater Facility City Manager Doug Russell provided a brief overview. Public Works Director Susie Turner presented the staff report on this item. Director Turner explained that over the past several years Public Works has been working towards infrastructure layouts, final design, land procurement and easements for the west area regional stormwater project. Next steps will be finalizing design, going out for bid, and construction this spring. She explained the goals and details of the project, and the origination of the project. Director Turner also provided an overview of the watershed being dealt with that discharges into West Spring Creek. She explained the route that the stormwater infrastructure would take. She explained that the primary structure would be a northwest detention facility capable of detaining a 100-year storm event. She also explained details of the secondary structures and piping. A grading plan was incorporated to accommodate a fully functional stormwater facility and grading for a community sports complex. She explained the plans for maintenance and the parks build out. Director Turner talked about the inundation areas and events that could trigger them. He then asked questions about the use of water ditches vs. piping. 00:25:20 Councilor Nunnally asked questions regarding the included path. 00:27:36 Councilor Daoud asked questions regarding budgeting. He would like to see what amount is allocated for grading. 00:32:01 Councilor Daoud asked about park land within the area under discussion. 00:33:42 Councilor Waterman asked about funding sources from impact fees and the growth that this project will support. He then asked questions about the need for sports fields. C. PUBLIC COMMENT Persons wishing to address the council are asked to provide public comment via email to publiccomment@kalispell.com or verbally during the online meeting. Mayor Johnson opened public comment. Seeing none, he closed public comment. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell reminded Council and the public that next Monday is a holiday, so the council meeting will occur Tuesday evening, February 16, 2021. 00:39:43 Councilor Daoud spoke regarding the table to motion used during last week's council meeting. 00:40:48 Councilor Graham asked for details regarding the public's ability to live stream the meeting and asked staff to ensure the video stream is easy to find on the city website. 00:43:22 Mayor Johnson spoke regarding the table to motion during last week's council meeting and the alternate use of a postponement. He then spoke regarding committee assignments from Tester. E.
