THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. ON MONDAY,
JANUARY 19, 1981 IN THE COUNCIL CHAMBERS AT CITY HALL. FORREST DALEY PRESIDED IN THE
ABSENCE OF MAYOR HAPP, WHO WAS ILL. COUNCILMEN GRAINGER AND ZAUNER WERE OUT OF TOWN AND
UNABLE TO ATTEND.
APPROVE MINUTES
Councilman Smith moved the minutes of the regular meeting of January 5,1980 be approved as
presented. Seconded by Councilman O'Boyle. Motion carried.
Councilman 0' Boyle moved that the City Official reports be approved, seconded by Council-
man Smith. Motion carried.
ADDRESSING THE COUNCIL
Acting Mayor Daley called for anyone wishing to address the Council. An unidentified
gentleman in the audience requested and was presented with the keys to the rest room.
Another gentleman inquired as to why public rest rooms were locked and he was advised of
recent vandalism by both Acting Mayor Daley and City Attorney Donahue. He was informed
that keys were available during business and meeting hours. Councilman Smith explained
that locking of the rooms was not a Council action, but rather, one of administration.
COMMITTEE REPORTS
FINANCE
Councilman Ruiz had no report.
HEALTH
Councilman Ruiz announced that Althea Ginnebaugh has been selected as Administrator for
the City -County office.
ANNEXATION
RESOLUTION #3319
Councalm an Smith moved for approval of Resolution #3319, a resolution of intention to annex
Engel Addition #126 at Ninth Street and Ninth Avenue West. This land is owned by Jeffrey
and Alice Engel, who agreed to'Cvaiver of right to protest future S.I.D.'s. The City accepted
$300 in lieu of dedicated park land and will zone the area as R-5, residential. Seconded
by Councilman Saverud. Roll call vote, all voted aye, motion carried.
PARKS
Councilman Daley reported the Park Committee unanimously agreed to support the Rotary
Club Lone Pane Project.
Parks Superintendent Pieter Drent announced that crews would be pruning Second Street
and Second Avenue West this week.
STREET & ALLEY
Councilman O'Boyle announced that the TAC meeting scheduled for Tuesday at 9:00 a.m. at the
Highway Department would be postponed to Wednesday, same: time and place, because of expected
visiting dignitaries on Wednesday.
SAFETY
Councilman O'Boyle indicated.that the Safety Council was considering a.petition to close
TrumbleCreek Road from the railroad crossing on LaSalle Road to Rose Crossing Road, for
safety reasons. Discussion followed regarding walkways on 993 South from the court house
to Gentleman Jim's. City Attorney Donahue questioned: if walkways can be installed on
93S, why not on 93N? He has presented this suggestion three times.
CITY DEVELOPMENT
Councilman Saverud advised that the Parking Commission has met three times in the last week.
All agree on the parking problem, but not on the solution. The Committee is currently sort-
ing out input from business people, KDC, Chamber of Commerce, etc.
Councilman Saverud indicated that the Hockaday Board had scheduled meetings for both
Wednesday and Thursday at 6:30 P.M. for long range, in-depth planning, and requested
that the Board be notified by anyone interested in attending these meetings.
SEWER & WATER
Councilman Granmo asked Director of Public Works Hafferman for a report on the sewer system
inspection. Mr. Hafferman advised that crews should be through TVing pipelines in a
couple of weeks, that he had net with Wager Superintendent Joe Longpre and Sewer Depart-
ment Ron Anderson and they have seen spot photos only. He announced that they are keeping
abreast of the evaluation and thus far have discovered one extremely bad line.
MISCELLANEOUS
Councilmen Daley and Smith discussed annexation regarding extension of the water line
south of the armory. We are awaiting specific request from the County. Councilman Smith
questioned giving it to them now when it was refused previously. She feels that we are
jeopardizing our ability to grow because there are only 2 things the City has that cause
people to annex -sewer service and water service. If they can get these services outside
the City, there is no reason for them to annex.

Councilman Smith advised that the City Zoning Commission moved to include depot park
and depot in 3C zone. They are also recommending a zoning change from R4 to Ll on
Barnum and Johnson properties, which abut Burlington Northern railroad right of way.
Councilman Saverud moved to adjourn. Seconded by Councilman Smith. Carried.
Meeting was adjourned at 8:01 P.M.
