JANUARY 5, 1981 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. ALL
COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman Saverud moved the minutes of the regular meeting of December 15, 1980.be
approved as presented. Seconded by Councilman Zauner. Motion carried _
Councilman Daley moved the minutes of the regular meeting of December 22, 1980 be
approved as presented. Seconded by Councilman Smith. Motion carried.
ADDRESSING THE COUNCIL
Mayor Happ called for anyone wishing to address the Council. No one responded.
PUBLIC HEARING - S.I.D. #329
Paul Palmer, Parking Commission Chairman, addressed Mayor Happ and members of the
Council with the statement that the protests registered with the City Clerk through
December 30th have been tabulated and add up to 53% of the area. 51% is required to
stop a S.I.D., He thanked those who supported the S.I.D. with positive statements.
Mayor Happ asked if any proponents wished to speak. -Larry Lee, former Parking Commission
Chairman, spoke as a private citizen and downtown landowner. He said that a lot of mis-
information was floating around. The opponents were out circulating petitions, while
those who were in favor of upgrading downtown Kalispell -were not out door to door the
last two or three weeks. He thanked the City Council for their help on the S.I.D. He
stated that in the near future they may try again.

Mayor Happ thanked the Parking Commission members for their many hours of work and effort
to form the S.I.D, proposal.
Mr. Palmer stated that the amount needed to pass the S.I.D. was 51%. The amount of square
footage needed to pass was 951,976. The total square footage was 1,700,470. Protest with-
drawals amounted to 38,430 square feet, leaving a total of 969,040 square footage protested,
or 52%.
Councilman Saverud moved to accept the protest of S.I.D. #329. Seconded by Councilman
Smith. Motion carried.
Mayor Happ declared S.I.D. #329 void and announced a six month waiting period if pre-
sented as same.
Mr, Palmer recommended that Lots 17, 18, 19, 20, 21, 22, 23 and 24 of Block 46, Pur-
chased by the Parking Commission with the anticipation of paying for them with an
S.I.D.,be put up for sale.
COMMITTEE REPORTS
SAFETY
Councilman Grainger moved that the bid for a new ambulance be awarded to McPeck Motor
Coach Company at Denver, for a cost of $24,830.00 F.O.B. Kalispell, less $8,000 for trade-
in, net: $16,830.00. Seconded by Councilman O'Boyle. Motion carried.
Councilman Grainger stated that it is the wish of the Safety Committee, Police Chief
Stefanic and the KPPA that we do not let the rifle range be used by anyone other than
law enforcement personnel.
Councilman Daley stated that he asked the Army Reserve Officers and they are willing to
let their rifle range be used for training other than law enforcement personnel and will
help train and supervise. Mr. Daley stated that members of the KPPA were unwilling to
train or supervise without extra pay. He added that it would have created a lot of
good will if we had permitted the rifle range to be used.
SEWER $ WATER
Councilman Granmo moved that Water Superintendent Longpre be authorized to call for bids
for a new half -ton pickup for the Water Department. Seconded by Councilman Saverud.
Mayor Happ added that we should look for an American manufactured truck and from a dealer
domiciled within the city. Motion carried.

STREET & ALLEY
Councilman O'Boyle moved that the following businesses be granted permission to push
snow from their private property onto the city street:

Sykes Grocery - 202 Second Avenue West
Thomas Printing - 38 Sixth Avenue West
Glory Days Emporium - 7 First Avenue East
Biby's Floor Covering - 300 First Avenue West

First Federal Savings & Loan - ist Ave. West $ 2nd Street
Plaza West - 100 First Avenue West
The lot owner shall coordinate the time of removal of the snow with the Street Super-
intendent. At the end of the snow season, the owner will be billed at the rate of
fifty (50) cents per inch per one thousand square feet of lot area from which snow
was removed. Adjustment of the rate from year to year may be required.
Seconded by Councilman Zauner.
Councilman Saverud asked how the rate was established. Director of Public Works
Hafferman replied that Street Superintendent Clements keeps track of time and estab-
lishes a rate.
Councilman Granmo stated that he was not in favor of the list, but favored letting any
one who requests and will pay be allowed city removal of snow pushed into the street.
Councilman Smith stated she favored taking each request separately.
Councilman Saverud stated that the previous two winters we have had to hire trucks,
and questioned if the charge would be sufficient. Street Superintendent Clements
replied that the rate had not been raised for years and two years ago he took it upon
himself to change the rate, and he feels it is adequate now.
Question called. Councilman Granmo voted no. Motion carried,
PARKS
Councilman Daley reported a letter from the Kalispell Rotary Club, asking the City of
Kalispell to support the needs for improvements at Lone Paine State Park. There is a
long range plan to improve the park so that large groups can use the facilities. There
is a possibility of obtaining 7001 frontage on Foys Lake and it will be adjacent to the
Herron property. The bill must be prepared for the State Legislature. They are not
asking for money, only support for the bill. Councilman Daley moved it be referred to
the Parks & Recreation Committee with power to act. Seconded by Councilman Smith.
Motion carried.
EMPLOYMENT
Councilman Zauner had no report.
ANNEXATION
ORDINANCE #968
Councilman Smith moved the second reading of Ordinance #968, an ordinance to extend the
City limits to include the Birk addition. Seconded by Councilman Zauner. All voted
aye.
Councilman Smith announced a meeting of the Zoning Commission and Annexation Committee
for 7:30 P.M. Tuesday, January 13th. Councilman Smith asked the Council to attend a
meeting at 7:30 P.M. on Monday, January 26th on Resubdivision Regulations.
FINANCE
Councilman Ruiz reported that December claims have been reviewed and moved they be paid.
Seconded by Councilman Daley. Motion carried,
HEALTH
Councilman Ruiz reported that the City -County Health Board is in the process of inter-
viewing three individuals for the position of Health Officer. They are requiring some-
one with a Master's Degree in Health Administration, Dr, McIntyre may be hired as full
time, part time or contractural. They feel the Department will be better organized and
better administered with an administrator with a degree in Health rather than with a
medical doctor.

Mayor4Happ reported a letter from Stebbins Dean, Chamber of -commerce Director, thank-
ing'the'Council.for paying the light bill for the street Christmas decorations.
jayoi Happ reported a. letter of resignation from Henry Good from the Parking Commission.
Counci.Iman Save�rud moved to accept the .letter with regret. Seconded by Councilman
O'Boyle. -•Motion carried.
Mr: Good thanked Mayor-Happ and the Council.for their support and added that he has
not changed'his mind on upgrading city parking and will continue to support every effort.
Councilman Smith moved Council confirmation of the appointment of Gordon Pirrie.ro fill
thevacancy on the Parking Commission. Seconded by Councilman Save-rud. Motion carried.
Mayor Happ asked Councilman O'Boyle to serve on the Parking Commission Board without
vote. This will s.erve as a direct line from the Commission to the Council. Mr.
O'Boyle accepted the appointment.,

Mayor Happ announced -that she has
written to Tom Barnard, Highway Department, P. E.,
asking him to,look into financing
and placing signs in school zones regarding speed.
Building Official Shoemaker and Fire
Marshall Bowman have inspected the old depot,
which houses the Flathead Valley
Community College art classes, and have found 12
points to be corrected. A notice
was hand -delivered to them on January 5, forbidding
them to use. their kiln. There is
evidence that there has been a previous fire, it is
sinking into the floor, gas lines
are hanging and it could cause a gas fire that would
be hard to contain. The Chamber
of Commerce is still interested in remodeling the build-
ing into Chamber offices, but a zoning
change would have to be made.
Mayor Happ announced that first class
cities have been invited to a meeting in Helena
on Thursday, January 8 to discuss
legislation regarding first class cities only.
T.A.C. will meet at the Highway Department
at 9:30 A.M. on January 20. Urban signing
and safety factors will be discussed.
The Flathead Regional. Development
Office will meet at 10:00 A.M. on Wednesday, January 7.
Councilman Saverud moved that the City Zoning CommissioVreview the old depot building
for a zone change.
The Community Development Committee will meet at 10:30 A.M. on Tuesday, January b.
Bob Allen asked if there has been recent development on plans for Main Street recon-
struction. Director of Public Works Hafferman replied that Federal money is needed,
but would probably not be available until 1982.
Doug Rauthe asked if there would be a'public meeting on transferring the courthouse
park to Flathead County. Mayor Happ replied that there will be. Flathead County under-
stands that the City cannot give the park to them.
Councilman Grainger moved to adjourn.
