Box 1997, Kalispell, MT 59903-Phone (406) 758- 7720 KALISPELL www.kalispell.com To: Doug Russell, City Manager From: Susie Turner, P.E., Public Works Director Re: Kalispell Multi- use Regional Stormwater Facility Meeting Date: February 8, 2021 BACKGROUND: Kalispell's Stormwater Facility Master Plan, adopted by City Council in 2008, identified key locations for regional stormwater infrastructure improvements. In 2019, a preliminary engineering study focusing on short and long-term stormwater management needs in more specific high growth areas within the west and north sections of Kalispell was completed. The report identified the need for regional stormwater management due to rapid development and existing flooding issues within the West Study Area tributary. Over the past several years, Public Works has been working toward facility layouts, final design, and procurement of properties/easements for the Multi- use Regional Stormwater Facility. The final project consists of conveyance piping and a series of regional stormwater detention facilities intended to mitigate existing drainage issues and prevent increases in flooding. The infrastructure, as shown on Figure 1 below, includes: Three regional detention facilities providing flood control o The northwest detention facility will be constructed as a stormwater/recreational multi -use facility. Whereas the facility will be used for both stormwater flood control detention and as a City recreational multi -use field complex. Approximately 9,000 linear feet of 24-inch storm drain, conveying runoff to West Spring Creek A new outfall to a drainage way easement which will convey water to West Spring Creek just west of Quarter Horse Estates The objective of this work session is to inform City Council of the Multi- use Regional Stormwater Facility Project's progress, multi- facility recreational use, and construction timelines. 201 1"Avenue East, P.O.
