A SPECIAL MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 12:00
P.M. WEDNESDAY, MARCH 3, 1999, IN THE COUNCIL CHAMBERS AT CITY HALL
IN KALISPELL, MONTANA. MAYOR WILLIAM E. BOHARSKI PRESIDED. COUNCIL
MEMBERS JIM ATKINSON, NORBERT DONAHUE, JOHN GRAVES, DALE HAARR,
DUANE LARSON, GARY NYSTUL, DOUG SCARFF, RON VAN NATTA AND CITY
ATTORNEY GLEN NEIER AND INTERIM CITY MANAGER AL THELEN WERE
PRESENT.
Mayor Boharski called the special meeting to order at 12:10 p.m.
Thelen said the special meeting was called for the Council to
consider the City's Last, Best and Final Offer to the Kalispell
Police Association.
Neier explained a letter, with the City's Last, Best and Final
Offer attached, was sent yesterday to Ben Hilley, the Attorney for
the Kalispell Police Association. He said the letter served as
notice of intent that the offer would be presented to the City
Council today. Neier asked the Council to implement the offer and
all tentative agreements already signed off on.
Boharski said for clarification, the City has basically offered a
2.5 percent raise increase per year for the next three years and a
forty hour work week with a schedule that is determined by the
Chief of Police.
Haarr moved the Council accept the proposed contact and move
forward to implementation on March 21, 1999. The motion was
seconded by Nystul.
There was discussion.
Nystul pointed out that between now and March 21st, there is
nothing to preclude the City from reaching an agreement.
The motion carried unanimously upon roll call vote.

The meeting was adjourned at 12:22 p.m.
