01-25-21 City Council Work Session MinutesCITY COUNCIL KCrFYOF WORK SESSION MINUTES ALISPELL January 25, 2021, at 7:00 p.m. This meeting occurred via video conferencing to provide an environment that complied with the Governor's Phase II COVID-19 Directive. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. Mayor - Mark Johnson: Present in Council Chambers Council Member - Kari Gabriel: Present via online video Council Member - Sandy Carlson: Present via online video Council Member - Sam Nunnally: Present via online video Council Member - Chad Graham: Present via online video Council Member - Kyle Waterman: Present via online video Council Member - Ryan Hunter: Present via online video Council Member - Tim Kluesner: Present via online video Council Member - Sid Daoud: Present via online video Staff members present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Parks and Recreation Director Chad Fincher, Senior Planner P.J. Sorensen, and Community Development Office Coordinator Krista Lammers. B. DISCUSSION ITEMS 1. Kalispell Parkline Trail - Park Designation City Manager Doug Russell began the staff presentation explaining the draft ordinance that has been provided. 07:03:04 PM (00:03:52) Mayor Johnson began questions for staff asking about the possibility of noise issues. City Manager Russell spoke regarding the noise ordinance pertaining to the Kalispell Parkline. 00:05:17 Community Development Office Coordinator Krista Lammers provided a report on the outreach process throughout the Core Area Trail Project. She spoke regarding the formation in the latter end of the process of the Trail Identity Subcommittee which incorporated the community's vision and feedback to create a brand identity for the trail. She explained that Elma and George Giavasis with Highline Designs have headed up this creative process pro-bono. 07:07:25 PM 00.08:20 Elma Giavasis provided an online presentation and report from the Trail Identity Subcommittee explaining the input process and the reasoning behind the direction for the logo. Council provided input on the designs and participated in discussion with Elma Giavasis. Council thanked Elma and George Giavasis and the rest of the Trail Identity Subcommittee for their work. 07:24:54 PM t00:25:49J Councilor Waterman inquired about further trail branding work within the future. Elma Giavasis said Highline Designs would be providing a summarized brand identity for the trail explaining what that would entail and how it could be used. Councilor Carlson asked questions regarding the color palette as it relates to usage. City Manager Russell spoke regarding a general appreciation for the logo presented as the recommended one and defer to the Sub -Committee to continue on with some of the other identifiers that have been discussed. C. PUBLIC COMMENT Persons wishing to address the council were asked to provide public comment via email to publiccomment(2kalispell.com or verbally during the online meeting. Mayor Johnson opened public comment. Seeing none, Mayor Johnson closed public comment. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Doug Russell reported that the Community Action Partnership is starting to use some of their current funds for non -congregate housing at it relates to individuals that may have been quarantined and using some of that money for housing. As part of federal requirements, they need a certification letter from the government that they can use those funds. That letter will be on the next agenda. 00:34:02 Councilor Waterman reminded Council that the Winter Warm-up at Gallatin Gateway will be happening this Friday, January 29, 2021. He spoke further about what this event entails. 00:35:03 Councilor Nunnally asked questions regarding the building removal atop the cement grain elevators on the former OHS site. E.
