Re: Certification for Community Action Partnership to use Emergency
Solutions Grant funding for emergency shelter activities

BACKGROUND: Community Action Partnership of Northwest Montana (CAPNM) has
approached the City of Kalispell to provide a certification of approval in order for them to use
funds from an Emergency Solutions Grant for temporary non-congregate shelter space for
individuals the City-County Health Department has identified as needing to quarantine due to
COVID-19.
CAPNM has provided the attached letter that is approved by the Department or Public Health
and Human Services and has provided the following requirement facilitating the request:
The regulation at 24 CFR 576.202 (a)(2) Means of carrying out grant activities:
(2) Private nonprofit organizations, provided that for emergency shelter activities the recipient
obtains a certification of approval from the unit of general purpose local government for the
geographic area in which those activities are to be carried out.
CAPNM has established a relationship with a local facility for access to this type of extended
stay shelter and is ready to implement the use of these funds.
FISCAL IMPACTS: There is no expense to the City of Kalispell as these efforts are funded
through grant funds already provided to CAPNW.
RECOMMENDATION: It is recommended that City Council move to provide certification to
Community Action Partnership to use funds from the Emergency Solutions Grant for emergency
shelter activities.

Good Afternoon,
Community Action Partnership is seeking assistance from the City of Kalispell in the form of acknowledging and signing
off on the use of Emergency Solutions Grant funding to assist with temporary lodging expenses for persons who have
been identified by the Flathead City-County Health Department as needing to quarantine. Our agency has operated this
grant for years, but until recently has never utilized any temporary shelter funding. With the COVID-19 pandemic there
was an urgent cry from service providers and health professionals within our community to assist with non-congregate
housing options for persons who were identified as needing isolation. This type of lodging helps prevent the spread or
potential spread of COVID-19 in a shelter or warming center setting.
CAPNM has worked with a local vendor to rent four extended stay motel rooms, at a rate of $200 a week, or $28.57 per
night. The rooms are garden style, walk-up access to minimize the possibility of contact with other guests. The rooms do
not have cable, telephones, linen or cleaning services. CAPNM assists with making sure linens are available, rooms are
cleaned, provides a ‘bed in a box’ for the units and also delivers food boxes provided through the Flathead Food Bank
weekly. Additionally CAPNM staff do drop-in checks with room occupants to evaluate compliance with following the
conditions of quarantine as established by the Health Department. An occupancy agreement outlines the expectations
for guests and allows for swift termination if the established rules are violated. It is our goal to move occupants from the
quarantine units into long-term housing and we work hard to engage occupants in this process.
Through providing this service we are able to assist with addressing public health and safety needs of our community.
Our efforts help minimize the risk of exposure in congregate shelter settings as well as the community at large. This
solution seems well suited for a community of our size and current needs.
