11-03-20 Business Improvement District Minutes2017 — 2027 KALISPELL BUSINESS IMPROVEMENT DISTRICT BOARD MEETING MINUTES Meeting date: November 3, 2020 Location: Montana Modern Fine Art BOARD MEMBERS PRESENT: Marshall Noice, Curtis Bartel, Kisa Davison, Pam Mower, Gabe Mariman & Pam Carbonari (BID Exec. Coordinator) BOARD MEMBERS ABSENT: Jon Fetveit, Cara Lemire CITY ATTENDEES: None PUBLIC IN ATTENDANCE: No one MEETING CALLED TO ORDER at 8:40 AM by Kisa Davison, Chair MOTION: to approve the agenda dated November 3 and the minutes of October 6 by Marshall Noice with a second from Pam Mower. Motion passed unanimously. HEARING OF THE PUBLIC: Katharine King with Community Development at the City of Kalispell was unable to attend but sent an update that was shared by Pam Carbonari. • The City has procured an appraiser for the Valley Bank lot and expects to have the appraisal by November 30th. Once the appraisal is available dates on the Request for Proposal will be updated and the RFP will be released. • Concrete and asphalt work continue on the South Kalispell Traffic Project primarily at the two parking lots, 18th Street West and Airport Road. Project is scheduled to be complete by November 18. • The City will be hosting the annual Community Development Block Grant Public Needs Assessment Hearing via Zoom on Thursday, November 19, from 1 pm to 3 pm. Contact Krista Lammers for log in information. • City Offices are closed multiple dates in November: Election Day the 3rd; Veteran's Day the 11 th; Thanksgiving the 26th and 27th. BUSINESS Update — Bandwango web -based digital experience passes or phone app — Pam Mower made a motion to approve the vote of October 16 to enter into a contract with Bandwango for $5,000 to provide web based passports for 1 year. The motion was seconded by Marshall Noice. Vote passed with Kisa Davison voting in opposition. The first passport will be a Holiday Coupon passport and will tentatively launch the 1st week in December. The board discussed what passports they would like to create after the 1st one launches. They would like to launch a Walking Tour passport and recognize that an update of the printed Walking Tour passport is necessary. We would begin the work by hiring someone to update the current Walking Tour so that we will be ready for a passport sometime in the spring. Rita Fitzsimmons did the initial work on the brochure so it is possible that she might be able to do an update without starting from scratch. The board discussed seasonal passports and think that the creation of a committee of KBID and KDA members would be a good start to create a priority list of new passports and begin the work on the next one. The board discussed possible ideas for future passports and requested that Pam Carbonari bring them to the KDA for discussion. • Beer & Wine tour • Recreation — informational only and covering more than downtown (big & broad) • Eat & Drink in Kalispell • A weekend downtown • Arts, murals, sculptures, bike racks and live music • Accommodations — Places to Stay • Get Outside • Professional services • Why Downtown Kalispell — focused on developers • Mind, Body and Soul — including religious • Arts & Entertainment — a top priority After further discussion the board would like to focus on Arts and Entertainment next and then the Walking Tour. After presentation to the KDA they would like to formally adopt a committee with the KDA. BID members would be Kisa Davison, Marshall Noice and Gabe Mariman. Street trees — replacement — This item was postponed and will be addressed at the December meeting. Postcard notification to property owners re: Facade Improvement Program: Kisa is working on this and will send a draft via email. Architectural Design Standards update — Rachel Ezell with the City of Kalispell. A & E Architectural firm will be in attendance at the December meeting to update the board on the survey results and further discuss design standards. Downtown developer survey & mentor program — continued discussion: Cara is working on follow-up with members who did not respond to the survey. Mentor program discussion postponed until survey is completed. Executive Coordinator Report: • The Flower thief from last year has paid off is restitution. We received a check for $553.58. • The Downtown Associations and BIDS throughout Montana continue to meet by Zoom once a month. This last meeting concentrated on the annual Downtown Conference which was supposed to be held in Dillon but will now be a virtual conference, conducted by Community Builders based in Colorado. They assist communities with public engagement and main street work. • 1 watched a Zoom conference on new perspectives on Vibrant & Healthy Public Spaces which was presented by the International Downtown Association. Discussion regarding making streets safer for bike riders and pedestrians and exploring ways to organize space for social distancing that encourages people to feel comfortable using and lingering in public spaces were the main topics. New Business: Downtown business sales — Kalispell Grand sold to a couple from Texas; KM Building sold to the Goldberg's with Compass Construction from Whitefish, My House sold to a Seattle woman. ADJOURN: Motion to adjourn the meeting at 10:14 AM by Pam Mower with a second from Marshall Noice. The motion passed unanimously.
