Performance Bond Reminders: Johnson said Public Works is going through the list of bonds and
closing out a number of projects that have been completed or letters of credit have expired, etc. and if
reasonable they will forgive some of the unfinished work. A revised list will then be available.
OLD BUSINESS: Spring Creek Apartments Phase 2 — German said 2 weeks ago there was a
reference in the Site Review minutes to a meeting on site regarding the shared access and he wanted
to know who attended that meeting. Burnham said that was brought up in Site Review and when
phase 1 was coming through the east access was reviewed and the plan was to put that access either
on or close to the property line and then there would be a radius on the west side of the access but
none on the east side. Public Works said that issue needed to be resolved and the access completed
with a curb return or radius on both sides. The understanding was that the property owner to the east
would be contacted by Sparrow Group and the issue resolved. Burnham said then some utilities were
moved around but the city's intent was not to have a partially constructed entrance but a completed
one.
German said the contractors were not aware of any meeting and now the power pole and utilities are
there. Burnham said the discussions included taking care of this access in phase 2. German asked
what would happen if he is not able to get permission from that property owner and Burnham said the
access would have to be moved to the west in order to add the curb returns on both sides of the
access. The Site Review minutes will be reviewed for additional information on those discussions.
German said he will try to resolve the access issue.
Regarding phase 2, Burnham said Public Works has sent a letter to Billmayer & Hafferman with their
comments. Castles said phase 2 will not be approved until all the stormwater issues are resolved.
Turner stated the engineers are working on that now and she told them to contact the Flathead
Conservation District for a 310 permit. German added they have initiated that process.
D.C. Haas noted the Fire Department still hasn't seen the plans that indicate the hydrants and
corrections to the turns that have been discussed several times. Johnson added Public Works has not
yet received a complete and correct set of plans. Burnham said the plans they reviewed last week are
virtually a complete set but they were sent back with comments.
Montana Club — Conrad asked if building plans have been received for the Montana Club restaurant
and casino and Jeff said no. Burnham said Public Works did receive a set of plans which they are
reviewing and will be sending comments back to the developer. The changes on the
sidewalk/boulevard on 13th were indicated on the plans. Turner added it is important that they provide
fixture counts before the building is torn down and the committee agreed that the developer is aware
of that.
Boj angles - Conrad asked if there was any new information on this expansion of the parking lot and
addition of storage sheds at the Bojangles restaurant. Nothing new has been received. Conrad briefly
reviewed the site plan. There was discussion regarding the bypass construction and this property.
Jentz noted the Planning Office received new R/W plans for the bypass but not landscaping. The
committee agreed to approve the project.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Trumbull Creek Crossing will be coming in as soon as they
retool their application. Johnson noted Public Works is still waiting for the information requested
the last two times they met with the Site Review Committee. Conrad said Public Works will get a
copy of the entire submittal.
OTHER REPORTS: D.C. Haas asked about Flathead Beverage and said the Fire Department
has been requested to go on site and look at hydrants, etc. Castles said the city had a contract
with Morrison-Maierle to install and/or relocate utilities/water and sewer mains within the city
limits and particularly in this area. Castles detailed the work to be done to accommodate future
development in the area. Jentz added some of the bypass and widening of Highway 2 acquisition
was going to displace or take out wells or drain fields in that area which could involve annexation
of the Flathead Beverage.
There was discussion regarding the proposed plans for Taco Bell in front of the Home Depot
store. Johnson asked what was decided on the drainage issues in that proposed location and
Turner said she took some measurements and she will be invoicing them for the additional
impervious area.
Bob's Bail Bonds — Jentz reviewed the history of this building which was a house converted to
an office. The city cited several code violations to Coldwell Banker that were never addressed
and Coldwell Banker moved out and sold the building to Bob's Bail Bonds. A sign was then
installed and the city sent them a letter indicating the issues that had not been resolved with this
property. Another letter will be sent out to Bob's attorney, with a copy going to Coldwell
Banker, clarifying the city's position. The following issues will be included:
• The Fire Department said the fire extinguishers were serviced and he wasn't sure whether
the exit signs were installed. Haas will visit the site and discuss the other Fire
recommendations with the owner. Clawson noted that exit signs would not be required
for a building that size and Haas said when inside the building the exits are hard to find.
• The Building Department noted the hot water heater vent pipe (TP line) was deficient, the
hot water heater needed to be secured, and ADA access provided.
• Public Works said they need to contact Susie Turner regarding the impact fees estimate
for a change of use. Sidewalks and ADA detectable ramps at the sidewalk landings will be
required. Public Works didn't have a problem with a meandering sidewalk along 13th
Street to miss some of the obvious obstructions but requested a site plan to review.
Johnson said he would visit the site.
• Parks would require standard landscaping along 13th Street.
• Zoning had some parking issues and the sign has already been moved.
