Box 1997, 201 First Avenue East KALISPELL Kalispell, Montana, 59903 www.kalispell.com REPORT TO: Doug Russell, City Manager FROM: Aimee Brunckhorst, CMC, City Clerk & Communications Manager SUBJECT: Appointment Recommendation to the 911 Operations Board MEETING DATE: December 21, 2020 BACKGROUND: The recent passage of a ballot measure and subsequent county resolution creating the Flathead Emergency Communications Center Special Tax District, shifted the operation of The Flathead County Emergency Communications Center (FECC) from the Administrative Board to Flathead County control. The current Interlocal Agreement and the FECC Administrative Board will terminate on December 31, 2020. An Operations Board created by the FECC Board to fulfill the requirements of the Criminal Justice Information Network (CJIN) and the National Crime Information Center shall retain its functionality under Flathead County. The Operations Board will be charged with the duties as outlined in the attached resolution. This board shall be composed of seven members appointed by the Flathead County Commissioners, including one member from the Kalispell Police Department. RECOMMENDATION: Council offer a recommendation to the Flathead County Commission to appoint Kalispell Police Chief Doug Overman or his designee to serve on the 911 Operations Board. ATTACHMENT: Flathead County Resolution 2528 Illllllllfllllfflllllf lllllilllllllllllllllllllllllllllllllllllillllllllNllllllllllllllil Pegepl° tail PLEASE RETURN TO COMMISSIONERS' OFFICE " Debbie Pierson, Flathead County MT by AC 12/9/ 2020: $0.00 RESOLUTION NO.2528 RESOLUTION ORGANIZING THE FLATHEAD EMERGENCY COMMUNICATIONS CENTER SPECIAL DISTRICT WHEREAS, the local government entities consisting of Flathead County, the City of Columbia Falls, the City of Kalispell, and the City of Whitefish entered into an Interlocal Agreement on April 20, 2009, to provide oversight and funding for a county -wide emergency communications center; WHEREAS, the resulting Flathead Emergency Communications Center (FECC) provides emergency dispatch and supporting communication services, equipment, and infrastructure for Flathead County and its municipalities; WHEREAS, Flathead County and its municipalities wished to provide a more permanent funding solution to perpetuate these activities of FECC through a new county -wide special district pursuant to Title 7, Chapter 11, Part 10, M.C.A. (2019); WHEREAS, Flathead County referred the creation of a new county -wide special district to Flathead County voters to be placed on the November 3, 2020, general election ballot; WHEREAS, the ballot issue creating a new county -wide special district passed and the election results have been canvassed and certified. THEREFORE, the boundaries of the FECC Special District are the boundaries of Flathead County, as shown on attached Exhibit A, and legally described as shown on attached Exhibit B; THEREFORE, each lot or parcel of land, including the improvements on the lot or parcel, will be assessed for that part of the cost of the FECC Special District that its taxable valuation bears to the total taxable valuation of the property of the District; and THEREFORE, the Flathead County Board of Commissioners will administer the FECC y Special District: T 1) The Counties and municipalities approved the FECC FY2021 budget that covers the period July-1, 2020, through June 30, 2021, pursuant to the Interlocal Agreement. The FECC FY2021 budget, as approved and including contributions, shall continue in effect. Effective January 1, 2021, Flathead County shall assume the management and operation of the FECC. Flathead County shall therefore complete the preliminary FY 2022 Budget along with needed changes regarding employee benefits and insurance plans and shall assume the financial management and auditing requirements of the FECC under the general scope and obligations of the Flathead County operational budget. On December 31, 2020, the current Interlocal Agreement shall terminate and the FECC Administrative Board shall be dissolved. 2) The FECC Director and all other personnel currently employed, and who shall hereafter become employed, to serve under the FECC Director, shall be employees of Flathead County effective January 1, 2021. The Director shall be a county department head under this new 06 governing structure and will report to the Flathead County Board of Commissioners and the Flathead County Administrator. 3) The Operations Board was created by the FECC Administrative Board to fulfill the requirements of Criminal Justice Information Network (CJIN) and the National Crime Information Center (NCIC) to receive an Originating Agency Identifier (ORI) number and shall retain its functionality under Flathead County. The Operations Board shall: a) Adopt by-laws, to be approved by the Board of Flathead County Commissioners, to govern its proceedings; b) Supervise FECC. equipment usage, system design, programming, and operating procedures; c) Supervise and set the standards for the selection and termination of FECC personnel; d) Supervise FECC operations of computers, circuits, and telecommunications terminals; and e) Be composed of seven (7) members appointed by the Board of the Flathead County Commissioners as follows: i. One member from the Columbia Falls Police Department; ii. One member from the Kalispell Police Department; iii. One member from the Whitefish Police Department; iv. One member shall be a Flathead County Sheriff s deputy; V. One member shall be a fire department representative from a service located in Flathead County; vi. One member shall be an EMS representative; and vii. One member shall be the FECC Director.
