SCADA and Telemetry Update

BACKGROUND: As part of the fiscal year 2021 budget, funds were allocated to update the
antiquated Supervisory Control and Data Acquisition (SCADA) and telemetry systems for
Kalispell's public water facilities. The SCADA system utilizes complex instrumentation,
controls, and software systems to operate and monitor water system facilities. Unlike the existing
proprietary SCADA system, the upgrades will allow operators to manage and program the
system internally through remote access and technology advancements. Additionally, the
telemetry radio system, which is no longer supported by the industry, will be updated to provide
the equipment and communication required to send operational data for the control system to
function properly.
This project is broken into three components and responsibilities. Component 1 consists of the
design, software programing, and construction oversite and is the responsibility of the
Consultant. Component 2 involves the rebuilding of the PLC and OIT in the control panels,
electrical systems, and telemetry installs, and is the responsibility of the Contractor. Component
3 entails the purchase and installation of new meters, pressure sensors, and software, and is the
responsibility of internal City Staff.
Solicitations for bids to complete the Contractor Component for the SCADA project was
advertised in November and December of 2020.
BIDDING RESULTS: Sealed bids were opened at 3:00 pm on Thursday, December 10, 2020.
Four responsive bids were received, with Neely Electric, Inc. of Missoula, Montana being the
apparent low bidder. The bid results are as follows:

Neeley Electric, Inc.'s bid submittal and references were reviewed and certified by the City's
consultant, AE2S Inc. Based upon their review, they have recommended the project be awarded
to Neely Electric, Inc.

FISCAL EFFECTS: The FY 21 Water Fund budget allocation for this project is $305,000 and
is shown as SCADA Control System Upgrades line item # 5210-447-430550-951. The current
budget amount for the SCADA and telemetry upgrades is insufficient by — $26,162, upon
totaling the costs to perform all three components of this project. The project cost difference is
due to un-anticipated costs at the time the budgets were created (i.e., Wonderware software
upgrade with Historian and a new antenna), and the contractor bid came in slightly higher than
estimated.
There are sufficient funds remaining in the Capital Outlay — Operating Fund (rates) to cover the
cost difference for the SCADA Upgrades. In the FY 21 Water Fund budget, Line item # 971-
IOth Ave W & 2nd St W R&R project is complete and has a remaining balance of $85,670.
ACTION REQUESTED: Motion to award the Water System Supervisory Control and Data
Acquisition (SCADA) and Telemetry Update Project to Neely Electric, Inc.
ALTERNATIVES: As suggested and approved by the City Council.

Dear Mrs. Turner:
Sealed bids were opened utilizing Quest CDN for the above referenced project at 3:00 p.m. on Thursday,
December 10, 2020. Four (4) lump sum bids were received, with Neely Electric, Inc. of Missoula
Montana being the apparent low bidder at $141,237.00.
Enclosed is the certified bid tabulation which provides information regarding the bids received, including
a comparison to the Engineer's Estimate prepared by Advanced Engineering and Environmental Services,
Inc. (AE2S). The bids were reviewed, and no irregularities or mathematical errors were identified.
AE2S has contacted Neely Electric, Inc. to discuss project specifics and review the bid results. In
addition, we have reached out to a couple of the references provided. Upon review, AE2S recommends
the City award this project to Neely Electric, Inc.
AE2S looks forward to working with Neely Electric, Inc. and the City of Kalispell to complete this project.
