CITY COUNCIL WAS HELD AT 7:00 THE COUNCIL CHAMBERS AT CITY COUNCILMEMBERS WERE PRESENT. CONSENT AGENDA Approve Claims per Payables Regist.r Approve Minutes Special Meeting September 28, 1992 Regular Meetings October 5, 1992 October 19, 1992 order and led the Pledge of Atkinson moved approval of the c'nsent agenda. The motion was seconded. With a vote the motion carried. ADDRESSING THE COUNCIL No one addressed the council. BUSINESS FROM MAYOR & COUNCIL Meeting with Flathead Legislators There was discussion and consensu to have a meeting with the new legislators of Flathead Valley following the election. A date will be set. BUSINESS FROM MANAGER Heather Brigham has applied for' a. Conditional Use Permit to allow a Bed and Breakfast at 205 5th Avenue East. The applicant indicates her desire to offer fi a (5) overnight guest rooms in the house. After hearing the Brigham request for the CUP, the Planning Board adopted the FRDO Staff Report as findings of fact and unanimously recommended appro�al of the CUP with modification of condition #4 (limiting the number of overnight guests to two per room). The 15 conditions of approval are included in the Planning Board's communication mjrked as Exhibit "A". Williams recommended that Council concur with the Planning Board's recommendation and approve the CU� request. Atkinson moved to grant Heather Brigham the conditional use permit for the Brigham Bed & Breakfast on Lot 12, Block 193 of Kalispell Addition No. 2, Kalispell, Montana. The motion was seconded. Upon vote the motion carried. Village County Sewer District -Bond Refunding The City received a request from the Village County Sewer District seeking Council's approvval to refinance the District's outstanding debt. With the present favorable interest rates, many government agencies are refunding/refinancing debt to save the taxpayers money as a result of lower interest rates charged for the borrowing. The District will be refinancing $485,000 in band principal at 12.5%, Th., refinancing should save the District about $57,352 over the life of the new issue, 12 years. Williams recommended that Council approve the request allowing the District to refinance their outstanding debt. Atkinson moved the council al Village County Sewer District debt. The motion was seconded. The motion carried with a vote. rove the request to allow the Ito refinance their outstanding 051 513 Backhoe Bid Williams explained at the work session of last week that the bid award for the backhoe purchase may have to be changed because of the bid option associated with a closed cab. Tuesday morning the City was informed by the low bidder that the low bid of $46,133 will include the enclosed cab without additional cost to the City. The City has therefore awarded the contract to Long Machinery as originally planned.
